鄉(xiāng)村旅游振興扶貧項目已被認(rèn)定為擁有明顯扶貧效益的方法之一。然而,鄉(xiāng)村旅游振興扶貧項目中的多類風(fēng)險因素對廣大范圍的實施帶來種種困難,使得項目不能順利完成。各地政府和組織須得挪用更多的資源來彌補(bǔ)因風(fēng)險因素導(dǎo)致的損失和管理失策,從而浪費(fèi)有限的資源。本論文設(shè)想要通過層次分析法和模糊綜合評價識別中國鄉(xiāng)村旅游振興扶貧項目里存在的風(fēng)險因素并且找出這些風(fēng)險因素的重要性排序以及風(fēng)險的影響性級別,最終獲得鄉(xiāng)村旅游振興扶貧項目的綜合風(fēng)險級別。這論文里的數(shù)據(jù)都是來自旅游管理和項目管理領(lǐng)域里的專家們。通過專家們的數(shù)據(jù)分析,風(fēng)險類別總共有九種,而“市場“風(fēng)險被視為首位。“市場”風(fēng)險類別下的風(fēng)險因素包括旅客量不足、市場定位判斷錯誤和營銷策略不到位。分析結(jié)果顯示出中國鄉(xiāng)村旅游振興扶貧項目屬于高風(fēng)險級別。關(guān)鍵利益相關(guān)者們?nèi)绺鞯卣�、集團(tuán)和投資者們必須懂得分配和善用資源方可對癥下藥,使得中國鄉(xiāng)村旅游振興扶貧項目可以順利完成并獲得更大的成就。
