【摘要】：嚴(yán)格的生育政策是過去近40年中國(guó)最重要的公共政策之一,而家庭作為其根本關(guān)切、落腳場(chǎng)域和后果的直接承載者,是反觀社會(huì)和政策效用的微型鏡像。本文試圖還原生育政策與家庭變遷的關(guān)系,剖析家庭變遷的基本路徑與模式。文章認(rèn)為,國(guó)家力量參與了家庭變遷的過程,并主要通過生育政策"控量"、"提質(zhì)"及其互動(dòng)而作用于家庭,使得中國(guó)家庭的變遷帶有明顯公器干預(yù)的痕跡,有別于西方家庭自然演進(jìn)的特點(diǎn)。家庭外在型態(tài)"失態(tài)與穩(wěn)態(tài)并存",但主要表現(xiàn)為"變遷中的存續(xù)",而家庭年齡和性別結(jié)構(gòu)及生命周期重心變化則預(yù)示"存續(xù)中的變遷";家庭內(nèi)在結(jié)構(gòu)重心流變且"接力-反哺"共生;家庭變遷的過程短、速度快、外生性強(qiáng)。盡管家庭的"常"大于"變",但這些變化已給家庭的長(zhǎng)期發(fā)展能力帶來嚴(yán)峻挑戰(zhàn),需要家庭友好政策的支持與修復(fù)。
[Abstract]:The strict fertility policy has been one of the most important public policies in China in the past 40 years, and the family, as its fundamental concern, is a micro mirror of the social and policy effectiveness in contrast to its immediate bearing on the field and consequences. This paper attempts to restore the relationship between fertility policy and family change, and to analyze the basic path and mode of family change. The article holds that the national power participates in the process of family change, and acts on the family mainly through the birth policy "controlling quantity", "improving quality" and its interaction, which makes the change of Chinese family with obvious signs of public intervention. Distinct from the natural evolution of Western families. The external form of family "exists with steady state", but it is mainly expressed as "existence in transition", while the change of family age and gender structure and center of gravity of life cycle indicates "change in existence", while the change of family age and sex structure and center of gravity of life cycle indicates "change in existence". Family internal structure center of gravity changes and "relay-feedback" symbiosis; the process of family change is short, fast, exogenously strong. Although the "constant" of the family is greater than the "change", these changes have posed a serious challenge to the long-term development ability of the family and require the support and rehabilitation of the family-friendly policy.
