【摘要】：通過(guò)對(duì)全國(guó)6個(gè)省24個(gè)縣市區(qū)綜合治理出生性別比考核評(píng)估工作進(jìn)展情況的實(shí)地調(diào)研發(fā)現(xiàn),針對(duì)考核評(píng)估,各地已經(jīng)建立起了統(tǒng)計(jì)監(jiān)測(cè)和考核評(píng)估制度,還對(duì)考核方案進(jìn)行了內(nèi)容指標(biāo)、保障機(jī)制、考核方式方面的創(chuàng)新性改進(jìn)。同時(shí)也發(fā)現(xiàn),國(guó)家級(jí)和省、市級(jí)的考核評(píng)估方案還存在頂層設(shè)計(jì)、目標(biāo)任務(wù)、數(shù)據(jù)依據(jù)、考核指標(biāo)設(shè)計(jì)等不符合實(shí)際的問(wèn)題。據(jù)此提出了完善考核指標(biāo)體系、改進(jìn)考核工作機(jī)制、創(chuàng)新考核方式方法、提高考核實(shí)際效果四項(xiàng)建議。
[Abstract]:Through the on-the-spot investigation on the progress of the assessment and evaluation of the sex ratio at birth in 24 counties, cities and districts in 6 provinces and cities throughout the country, it is found that, in the light of the assessment and evaluation, statistical monitoring and assessment systems have been established in various localities. Also carried on the content index, the safeguard mechanism, the examination method aspect innovation improvement to the examination plan. At the same time, it is also found that there are still some problems, such as top-level design, target task, data basis, evaluation index design and so on, which do not accord with the reality of the national and provincial and municipal assessment schemes. Based on this, four suggestions are put forward, such as perfecting the evaluation index system, improving the examination work mechanism, innovating the assessment method and improving the practical effect of the assessment.
