【摘要】：2010年以來(lái),大都市人口發(fā)展出現(xiàn)一系列新特征:人口增速下降但規(guī)模依舊龐大、外來(lái)勞動(dòng)力減少、人口老齡化加速等。從北京的情況看,在經(jīng)濟(jì)新常態(tài)背景下,這些人口新趨勢(shì)加劇了大都市人口、經(jīng)濟(jì)與資源環(huán)境之間的矛盾,與新常態(tài)對(duì)經(jīng)濟(jì)結(jié)構(gòu)優(yōu)化的要求不相適應(yīng):中心城區(qū)人口—經(jīng)濟(jì)聚集效率低,外來(lái)人口就業(yè)集中在低效率行業(yè),未能滿足經(jīng)濟(jì)新常態(tài)下向創(chuàng)新驅(qū)動(dòng)轉(zhuǎn)型和產(chǎn)業(yè)升級(jí)的要求;經(jīng)濟(jì)發(fā)展尚處于"回波效應(yīng)"期,既不利于北京市經(jīng)濟(jì)結(jié)構(gòu)優(yōu)化和人口疏解,也將不利于京津冀一體化進(jìn)程;雄安新區(qū)的設(shè)立為北京市人口數(shù)量控制和結(jié)構(gòu)調(diào)整提供了契機(jī)。本文認(rèn)為應(yīng)把人口管理與新常態(tài)下對(duì)經(jīng)濟(jì)結(jié)構(gòu)優(yōu)化的要求緊密結(jié)合,并把資源環(huán)境因素納入總體管理框架,從提升勞動(dòng)生產(chǎn)率,轉(zhuǎn)變經(jīng)濟(jì)方式的角度去解決人口問(wèn)題。同時(shí),加強(qiáng)政府合理行政干預(yù),打破京津冀行政分割,建立首都圈總體產(chǎn)業(yè)布局,促進(jìn)"回波效應(yīng)"向"擴(kuò)散效應(yīng)"的轉(zhuǎn)變,通過(guò)就業(yè)人口、資金與技術(shù)等生產(chǎn)要素的輸出改善首都圈經(jīng)濟(jì)平衡,促進(jìn)城鄉(xiāng)一體化,實(shí)現(xiàn)共贏。
[Abstract]:Since 2010, there have been a series of new characteristics in the population development of metropolis: the population growth rate is declining but the scale is still huge, the foreign labor force is decreasing, the population aging is accelerating, and so on. Judging from the situation in Beijing, in the context of the new normal economy, these new demographic trends have exacerbated the contradictions between the population, the economy and the resources and environment of the metropolis. It does not meet the requirements of the new normal for the optimization of economic structure: the efficiency of population-economy aggregation in central urban areas is low, and the employment of migrant population is concentrated in inefficient industries, which fails to meet the requirements of innovation-driven transformation and industrial upgrading in the new normal of the economy; The economic development is still in the "echo effect" period, which is not conducive to the optimization of the economic structure and population thinning in Beijing, but also to the process of integration of Beijing, Tianjin and Hebei, and the establishment of Xiongan New area provides an opportunity for the population quantity control and structural adjustment of Beijing. This paper points out that the population management should be closely combined with the requirement of optimizing the economic structure under the new normal, and the resource and environment factors should be brought into the overall management framework to solve the population problem from the angle of raising the labor productivity and changing the economic mode. At the same time, we should strengthen reasonable administrative intervention by the government, break the administrative division between Beijing, Tianjin and Hebei, set up the overall industrial layout of the capital circle, and promote the transformation of the "echo effect" to the "diffusion effect", through the employment of a population. The export of capital and technology and other production factors improve the economic balance of the capital circle, promote the integration of urban and rural areas, and achieve win-win results.
