【摘要】：正0～3歲是嬰幼兒身體及神經(jīng)系統(tǒng)發(fā)育的關(guān)鍵時期,有針對性的進行指導(dǎo)和培養(yǎng),對孩子多元智能的開發(fā)和健康人格的建立意義重大。北京市計劃生育協(xié)會堅持工作理念創(chuàng)新、思路創(chuàng)新、方法創(chuàng)新,全面實施"寶貝計劃"工程,探索嬰幼兒早期發(fā)展教育新模式。明確發(fā)展目標,突出工作重點2010年,全國婦聯(lián)、教育部、衛(wèi)生部、原國家人口計生委等七部門聯(lián)合印發(fā)了《全國家庭教育指導(dǎo)大綱》,明確了人口計生部門負責0～3歲兒童早期發(fā)展的推進工作,逐步納入公共服務(wù)范疇的工作職責。根據(jù)十八大報告精神及部門工作職責,北京市計生協(xié)創(chuàng)新工作理念,拓展工作職能,以創(chuàng)建幸福家庭為工作主線,以"幸福家庭、和諧人口"為核心理念,確定了寶貝計劃、青春健康等六大工程。作為惠民工程的"寶貝計劃"工程,在"十二五"初期明確了以"政府部門主導(dǎo)、社會力量支持、個體家庭參與"為原則,通過0～3歲嬰幼兒早期發(fā)展教育工作,培養(yǎng)嬰幼兒創(chuàng)造性思維和良好心智模式,實現(xiàn)使其具有良好的適應(yīng)能力、社交能力、創(chuàng)造能力
