【摘要】： 目前,我國已經(jīng)進(jìn)入了低生育水平階段,但隨著具有中國特色社會主義市場經(jīng)濟(jì)的不斷推進(jìn),在以人為本,構(gòu)建和諧社會的大環(huán)境下,基層計劃生育行政強(qiáng)制手段明顯弱化,而現(xiàn)行的生育政策又與人們的生育觀念存在較大差距,致使?jié)柨h違法生育呈現(xiàn)反彈的趨勢,低生育水平面臨挑戰(zhàn)。因此,尋找當(dāng)前形勢下遏制違法生育,穩(wěn)定低生育水平的途徑,對實(shí)現(xiàn)濟(jì)陽縣經(jīng)濟(jì)、社會的協(xié)調(diào)可持續(xù)發(fā)展具有較強(qiáng)的現(xiàn)實(shí)意義。 本文在其他專家和學(xué)者的研究基礎(chǔ)上,以辯證唯物主義和歷史唯物主義為指導(dǎo),以濟(jì)陽縣育齡婦女生育狀況和計劃生育工作現(xiàn)狀為基礎(chǔ),以遏制違法生育為切入點(diǎn),利用政治學(xué)、經(jīng)濟(jì)學(xué)、統(tǒng)計學(xué)等有關(guān)方法和理論,分析濟(jì)陽縣生育水平現(xiàn)狀及其穩(wěn)定低生育水平保障機(jī)制。根據(jù)研究需要,采用了定量預(yù)測模型分析、抽樣調(diào)查、典型分析、比較研究等研究方法,充分利用了濟(jì)陽縣多部門統(tǒng)計數(shù)據(jù),力圖使本文更具有說服力。 本文指出由于社會背景和傳統(tǒng)文化的影響,穩(wěn)定低生育水平不能照搬照抄國外的生育控制模式,而要根據(jù)我國的實(shí)際情況來進(jìn)行分析和探索。本文結(jié)合濟(jì)陽縣實(shí)際情況,用大量翔實(shí)的數(shù)據(jù)分析來證明提出的觀點(diǎn),通過解剖濟(jì)陽縣生育狀況面臨的問題,挖掘出當(dāng)前違法生育產(chǎn)生的根源,最終提出了應(yīng)從強(qiáng)化行政管理和完善社會保障體系兩個方面來遏制違法生育,穩(wěn)定低生育水平。提出了濟(jì)陽縣穩(wěn)定低生育水平問題是一項(xiàng)社會系統(tǒng)工程,需要調(diào)動各方面的力量,經(jīng)濟(jì)、法律、教育、科技和行政手段并舉,才能有效解決這個問題。提出穩(wěn)定低生育水平的關(guān)鍵在于遏制違法生育,根本在于完善社會保障體系解決“老有所養(yǎng)”、“老有所醫(yī)”和“老有所樂”的問題。
[Abstract]:At present, our country has entered the stage of low fertility level, but with the continuous advancement of the socialist market economy with Chinese characteristics, under the environment of people-oriented and harmonious society, the administrative coercive means of grass-roots family planning are obviously weakened. However, there is a big gap between the current fertility policy and people's conception of fertility, which leads to the rebound trend of illegal fertility in Jiyang County and the challenge of low fertility level. Therefore, it is of great practical significance to find ways to curb illegal fertility and stabilize low fertility level in Jiyang County in order to realize the coordinated and sustainable development of economy and society in Jiyang County. Based on the research of other experts and scholars, this paper is guided by dialectical materialism and historical materialism, based on the fertility status of women of childbearing age and the present situation of family planning work in Jiyang County, and taking the suppression of illegal fertility as the breakthrough point. Based on the methods and theories of political science, economics and statistics, this paper analyzes the present situation of fertility level and the guarantee mechanism of stable low fertility level in Jiyang County. According to the needs of the research, the quantitative prediction model analysis, sampling survey, typical analysis, comparative study and other research methods are used to make full use of the multi-department statistical data in Jiyang County, and try to make this paper more convincing. This paper points out that due to the influence of social background and traditional culture, the stable low fertility level can not copy the birth control mode of foreign countries, but should be analyzed and explored according to the actual situation of our country. Combined with the actual situation of Jiyang County, this paper proves the viewpoint put forward with a large amount of detailed data analysis, and through dissecting the problems facing the fertility situation in Jiyang County, excavates the root causes of the illegal birth at present. Finally, it puts forward that we should strengthen the administration and perfect the social security system to curb the illegal birth and stabilize the low fertility level. It is put forward that the problem of stabilizing low fertility level in Jiyang County is a social system project, and it needs to mobilize all aspects of power, economy, law, education, science and technology and administrative means in order to effectively solve this problem. The key to stabilizing the low fertility level is to curb illegal fertility, and to perfect the social security system to solve the problems of "the elderly have a sense of security", "the old have a medical treatment" and "an old man has pleasure".
