【摘要】：區(qū)域人口空間的合理布局是促進(jìn)京津冀協(xié)同發(fā)展的重要支撐。本文在系統(tǒng)分析和綜合評(píng)價(jià)京津冀各地人口發(fā)展與土地資源及經(jīng)濟(jì)發(fā)展關(guān)系的基礎(chǔ)上,結(jié)合區(qū)域功能布局定位,在多目標(biāo)約束下將京津冀地區(qū)劃分為人口穩(wěn)定優(yōu)化區(qū)、人口重點(diǎn)集聚區(qū)、人口適度增長(zhǎng)區(qū)和人口限制增長(zhǎng)區(qū)等四類(lèi)人口功能分區(qū)。進(jìn)而針對(duì)各人口功能區(qū)提出差異化的人口引導(dǎo)對(duì)策,促進(jìn)京津冀地區(qū)人口的均衡發(fā)展:人口穩(wěn)定優(yōu)化區(qū)要加快疏散中心城區(qū)人口向郊區(qū)轉(zhuǎn)移,在市域內(nèi)形成多中心空間發(fā)展格局,并引導(dǎo)人口向周邊地區(qū)轉(zhuǎn)移;人口重點(diǎn)集聚區(qū)和人口適度增長(zhǎng)區(qū)要承接人口穩(wěn)定優(yōu)化區(qū)過(guò)剩人口轉(zhuǎn)移,同時(shí)增加城市自身對(duì)人口的吸引力;人口限制增長(zhǎng)區(qū)應(yīng)嚴(yán)格限制人口總量增長(zhǎng)。
[Abstract]:The rational distribution of regional population space is an important support to promote the coordinated development of Beijing, Tianjin and Hebei. On the basis of systematic analysis and comprehensive evaluation of the relationship between population development, land resources and economic development in various parts of Beijing, Tianjin and Hebei, and in combination with the location of regional function layout, the Beijing, Tianjin and Hebei regions are divided into population stable and optimized areas under multi-objective constraints. There are four types of population function zoning, namely, population concentration area, population moderate growth area and population restricted growth area. Then, the paper puts forward the differentiated population guidance countermeasures for the population function areas, and promotes the balanced development of the population in the Beijing-Tianjin-Hebei region. The population stability and optimization area should speed up the population transfer from the central urban area to the suburban area. Forming the multi-center spatial development pattern in the city area and guiding the population to transfer to the surrounding area; The population concentration area and the moderate population growth area should undertake the surplus population transfer in the population stable optimization area and increase the attraction of the city itself to the population, while the population restricted growth area should strictly limit the total population growth.
