【摘要】：人口是社會(huì)經(jīng)濟(jì)活動(dòng)的主體，是影響可持續(xù)發(fā)展的重要因素。人口系統(tǒng)內(nèi)部各要素變化之間的動(dòng)態(tài)平衡是人口均衡發(fā)展的核心與基礎(chǔ)。因此，人口內(nèi)部均衡發(fā)展是實(shí)施人口均衡發(fā)展戰(zhàn)略和可持續(xù)發(fā)展戰(zhàn)略的必然要求。 當(dāng)前，河北省面臨著人口數(shù)量、人口質(zhì)量、人口結(jié)構(gòu)與人口分布等問(wèn)題錯(cuò)綜交織的復(fù)雜局面。解決人口內(nèi)部均衡問(wèn)題以及實(shí)現(xiàn)人口與社會(huì)經(jīng)濟(jì)的協(xié)調(diào)發(fā)展，需要站在整體高度，綜合評(píng)價(jià)人口系統(tǒng)內(nèi)部均衡發(fā)展?fàn)顩r，并把握人口自身內(nèi)部各要素之間的協(xié)調(diào)發(fā)展?fàn)顩r。 本文在吸收、借鑒現(xiàn)有人口內(nèi)部均衡發(fā)展理論、評(píng)價(jià)方法和評(píng)價(jià)指標(biāo)體系的基礎(chǔ)上，從人口發(fā)展水平、人口內(nèi)部均衡度和人口內(nèi)部均衡發(fā)展度三個(gè)層面對(duì)河北省人口內(nèi)部均衡發(fā)展?fàn)顩r進(jìn)行了實(shí)證評(píng)價(jià)。通過(guò)分析，得出以下結(jié)論：第一，河北省人口發(fā)展水平一直處于發(fā)展中期階段，且人口系統(tǒng)內(nèi)部各要素呈現(xiàn)非同步態(tài)勢(shì)；河北省人口內(nèi)部均衡度持續(xù)處于瀕臨失衡狀態(tài)，主要由人口結(jié)構(gòu)發(fā)展水平不同步所致。第二，人口數(shù)量對(duì)河北省人口內(nèi)部均衡發(fā)展的制約作用逐漸減弱，但增長(zhǎng)壓力依然存在；河北省人口內(nèi)部均衡發(fā)展的人口質(zhì)量瓶頸正在得到改善，但制約作用依舊明顯；人口結(jié)構(gòu)對(duì)河北省人口內(nèi)部均衡發(fā)展的制約作用逐漸顯現(xiàn)，并正在成為其主要障礙。第三，實(shí)現(xiàn)河北省的人口內(nèi)部均衡發(fā)展，，要求多種政策聯(lián)動(dòng)，但要突出重點(diǎn)。為此，要在維持適度低生育水平的同時(shí)，采取各種措施重點(diǎn)解決人口結(jié)構(gòu)和人口質(zhì)量問(wèn)題。
[Abstract]:Population is the main body of social and economic activities and an important factor affecting sustainable development. The dynamic balance among the elements of the population system is the core and foundation of the balanced development of the population. Therefore, the balanced development of population is the inevitable requirement of implementing the strategy of population balanced development and sustainable development. At present, Hebei is faced with the complicated situation of population quantity, population quality, population structure and population distribution. To solve the problem of population internal equilibrium and to realize the harmonious development of population and social economy, it is necessary to comprehensively evaluate the internal balanced development of the population system and grasp the coordinated development among the elements of the population itself. On the basis of absorbing and drawing lessons from the existing theory of internal balanced development of population, evaluation methods and evaluation index system, this paper discusses the level of population development. Three levels of population internal equilibrium degree and population internal equilibrium development degree are used to evaluate the population internal equilibrium development in Hebei Province. Through analysis, the following conclusions are drawn: first, the level of population development in Hebei Province has been in the middle stage of development, and the internal elements of the population system show an asynchronous situation; The internal equilibrium of population in Hebei Province is on the verge of imbalance, which is mainly caused by the uneven development of population structure. Secondly, the restriction effect of population quantity on the balanced development of population in Hebei Province is gradually weakened, but the pressure of growth still exists, the bottleneck of population quality of the balanced development of population in Hebei Province is being improved, but the restriction function is still obvious. The restriction of population structure on the balanced development of population in Hebei Province has gradually appeared and is becoming the main obstacle. Third, to realize the balanced development of population in Hebei Province, a variety of policies should be coordinated, but the key points should be emphasized. Therefore, while maintaining a moderate low fertility level, various measures should be taken to solve the population structure and population quality problems.
