【摘要】：文章從理論上梳理了大城市對外來人口的吸納實(shí)際存在的兩種原則:精英主義的原則和平權(quán)意識的原則。結(jié)合戶籍制度改革背景下的大城市的特殊地位,認(rèn)為需要對目前大城市普遍推行的單一的精英主義吸納原則加以反思和調(diào)整。調(diào)查顯示,精英主義仍占民意上風(fēng),但平權(quán)意識的支持率并不低。如何通過一定的政策設(shè)計(jì)將這兩者加以結(jié)合使用,將是未來政府責(zé)任和制度進(jìn)步的關(guān)鍵點(diǎn)所在。
[Abstract]:This paper theoretically combs the two principles of the actual existence of absorbing foreign population in big cities: the principle of elitism and the principle of right to peace. Combined with the special status of big cities under the background of household registration system reform, the author thinks that it is necessary to reflect on and adjust the single principle of elitist absorption which is widely practiced in large cities at present. The survey showed that elitist opinion still prevailed, but affirmative support was not low. How to combine the two through a certain policy design will be the key point of the future government responsibility and institutional progress.
