長春市機(jī)構(gòu)養(yǎng)老發(fā)展研究

【摘要】：隨著我國社會老齡化程度的不斷加劇，養(yǎng)老問題將逐漸成為我國政府所要解決的首要民生問題。我國養(yǎng)老服務(wù)體現(xiàn)的建立與完善必將是一個長期而又復(fù)雜的歷史進(jìn)程，是社會發(fā)展賦予我黨和政府關(guān)系國計民生的偉大歷史使命，并且這一使命的完成，也將是對我國社會主義制度優(yōu)越性的具體實踐以及展現(xiàn)的過程。因此加快我國社會養(yǎng)老服務(wù)體系建設(shè)、完善社會養(yǎng)老服務(wù)政策法規(guī)體系、確保我國老年人養(yǎng)老需求得到有效保障對深化我國社會體制改革具有重要而又深遠(yuǎn)的現(xiàn)實意義。 本文以此為出發(fā)點，以長春市機(jī)構(gòu)養(yǎng)老的發(fā)展作為研究對象，在相關(guān)理論的指引下，，以長春市社會養(yǎng)老的實際需求為基礎(chǔ)，通過對香港地區(qū)及日本政府在發(fā)展機(jī)構(gòu)養(yǎng)老方面所取得的成功經(jīng)驗的借鑒與學(xué)習(xí)，最終提出發(fā)展長春市機(jī)構(gòu)養(yǎng)老的建議。 本文共分六個部分，第1章為緒論部分，對本文的選題背景、研究意義、研究方法及整體思路進(jìn)行說明，并對目前國內(nèi)外相關(guān)領(lǐng)域的研究成果進(jìn)行綜述；從第2章開始進(jìn)入本文的主體研究部分，第2章對本文研究所涉及到的相關(guān)概念進(jìn)行概述，并指出本文研究的理論基礎(chǔ)；第3章內(nèi)容是對長春市機(jī)構(gòu)養(yǎng)老的發(fā)展現(xiàn)狀進(jìn)行分析性描述，其中涉及到對長春市社會養(yǎng)老實際需求的分析說明，以及指出目前長春市機(jī)構(gòu)養(yǎng)老發(fā)展的階段性成果、存在的現(xiàn)實問題以及問題成因，同時還提出了影響長春市機(jī)構(gòu)養(yǎng)老發(fā)展的幾對矛盾沖突；第4章為案例分析部分，通過對香港地區(qū)及日本政府在發(fā)展自身機(jī)構(gòu)養(yǎng)老方面所取得的成功經(jīng)驗進(jìn)行分析研究，從中總結(jié)得出適合于長春市機(jī)構(gòu)養(yǎng)老發(fā)展所需的啟示；第5章則是在總結(jié)上述各章基礎(chǔ)之上，為下一步發(fā)展長春市機(jī)構(gòu)養(yǎng)老系統(tǒng)提出合理化建議，達(dá)到論文研究目的；最后為本文的結(jié)論部分，對全文研究內(nèi)容進(jìn)行總結(jié)。
[Abstract]:With the aggravation of the aging society in our country, the old-age problem will gradually become the most important livelihood problem to be solved by our government. The establishment and perfection of the old-age service in our country will be a long-term and complicated historical process, and it is the great historical mission that social development gives our party and government the relationship between the national economy and the people's livelihood, and the completion of this mission. Also will be to our country socialism system superiority concrete practice and the display process. Therefore, speeding up the construction of social old-age service system, perfecting the policy and regulation system of social old-age care service, and ensuring the effective protection of the old-age pension demand of our country have important and far-reaching practical significance for deepening the reform of our social system. This paper takes this as the starting point, taking the development of institutional pension in Changchun as the research object, under the guidance of relevant theories, based on the actual demand of the social old-age support in Changchun. Through the reference and study of the successful experience of the government of Hong Kong and Japan in the development of institutional care for the aged, the paper finally puts forward some suggestions for the development of institutional pension in Changchun. This paper is divided into six parts, the first chapter is the introduction part, the background of this paper, research significance, research methods and the overall ideas are explained, and the current domestic and foreign related fields of research results are summarized; From the second chapter into the main part of the study, chapter 2 summarizes the relevant concepts involved in this study, and points out the theoretical basis of this study; The third chapter is an analytical description of the development of institutional old-age care in Changchun, which involves the analysis of the actual needs of the aged in Changchun, and points out the stage results of institutional pension development in Changchun. At the same time, it puts forward several pairs of contradictions and conflicts that affect the development of institutional pension in Changchun. Chapter 4 is the case analysis part. Through the analysis and research on the successful experience of the government of Hong Kong and Japan in the development of its own institutional old-age care, the author concludes the enlightenment that is suitable for the development of institutional old-age care in Changchun. The fifth chapter is based on the summary of the above chapters, for the next step to develop the institutional pension system in Changchun City, to achieve the purpose of the paper; finally, the conclusion of this paper, the content of the full text is summarized.
