【摘要】：建立和完善人口和計(jì)劃生育利益導(dǎo)向機(jī)制,是在新的歷史條件下,國(guó)家對(duì)解決好人口問(wèn)題,做好人口和人口和計(jì)劃生育工作提出的新要求。隨著我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的確立,經(jīng)濟(jì)手段對(duì)統(tǒng)籌解決人口問(wèn)題越來(lái)越重要。建立和完善人口和計(jì)劃生育利益導(dǎo)向機(jī)制,是在當(dāng)前部分群眾的生育意愿和生育政策要求存在差距的情況下,運(yùn)用經(jīng)濟(jì)手段解決人口問(wèn)題的重要舉措,直接關(guān)系到中國(guó)特色統(tǒng)籌解決人口問(wèn)題的成敗,關(guān)系到我國(guó)社會(huì)主義建設(shè)的順利推進(jìn)。 首先,本文在對(duì)馬克思主義經(jīng)典著作家以及毛澤東、鄧小平、江澤民和胡錦濤等國(guó)家領(lǐng)導(dǎo)人關(guān)于人口發(fā)展的科學(xué)論述的基礎(chǔ)上歸納出了科學(xué)人口發(fā)展觀,以此作為人口和計(jì)劃生育利益導(dǎo)向機(jī)制建設(shè)的理論基礎(chǔ)和指導(dǎo)思想。本文認(rèn)為,科學(xué)人口發(fā)展觀是馬克思主義經(jīng)典著作家以及毛澤東、鄧小平、江澤民和胡錦濤等國(guó)家領(lǐng)導(dǎo)人對(duì)人口問(wèn)題科學(xué)論述的總結(jié)。其基本內(nèi)涵是：以人為本是核心,優(yōu)先投資于人的全面發(fā)展是手段,按中國(guó)特色統(tǒng)籌解決人口問(wèn)題是途徑,實(shí)現(xiàn)人口、經(jīng)濟(jì)、社會(huì)、資源、環(huán)境協(xié)調(diào)可持續(xù)發(fā)展是目的。同時(shí),國(guó)內(nèi)外關(guān)于人口和計(jì)劃生育利益導(dǎo)向的理論和實(shí)踐也為新時(shí)期完善人口和計(jì)劃生育利益導(dǎo)向機(jī)制提供了理論和實(shí)踐借鑒。 其次,本文對(duì)人口和計(jì)劃生育利益導(dǎo)向機(jī)制進(jìn)行了理論界定,包括人口和計(jì)劃生育利益導(dǎo)向機(jī)制的內(nèi)涵、原則、功能、特征、制度機(jī)理和效果評(píng)估指標(biāo)體系。并從我國(guó)人口發(fā)展歷程、人口政策的演變、人口和計(jì)劃生育工作的理念和方法轉(zhuǎn)變等角度論述了我國(guó)新時(shí)期人口和計(jì)劃生育導(dǎo)向機(jī)制建設(shè)和完善的歷史必然性。 再次,本文全面論述了當(dāng)前我國(guó)人口和計(jì)劃生育利益導(dǎo)向機(jī)制建設(shè)過(guò)程中存在的問(wèn)題及原因。同時(shí)討論了國(guó)外生育決策理論和生育利益導(dǎo)向政策的經(jīng)驗(yàn)教訓(xùn)及其對(duì)我國(guó)完善人口和計(jì)劃生育利益導(dǎo)向機(jī)制的借鑒意義。 最后,本文就新時(shí)期我國(guó)人口和計(jì)劃生育利益導(dǎo)向機(jī)制的構(gòu)建進(jìn)行了詳細(xì)闡述。同時(shí),結(jié)合對(duì)河南省人口和計(jì)劃生育利益導(dǎo)向建設(shè)的實(shí)證分析,提出了建立和完善人口和計(jì)劃生育利益導(dǎo)向機(jī)制的總體要求、政策設(shè)計(jì),以及核心、拓展、保障和決策協(xié)調(diào)等四項(xiàng)基本制度。
[Abstract]:The establishment and perfection of the guiding mechanism for population and family planning interests is a new requirement for the government to solve the population problem and do well the population and family planning work under the new historical conditions. With the establishment of socialist market economy system in China, economic means are becoming more and more important to solve population problems as a whole. The establishment and improvement of a mechanism for guiding the interests of population and family planning is an important measure to solve the population problem by economic means, given that there is a gap between the fertility wishes of some people and the requirements of the fertility policy. It is directly related to the success or failure of solving the population problem with Chinese characteristics and the smooth progress of socialist construction in our country. First of all, this paper sums up the scientific population development concept on the basis of the scientific expositions on population development made by Marxist classic writers and the leaders of Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao. This is the theoretical basis and guiding ideology of the construction of interest-oriented mechanism for population and family planning. This paper holds that the scientific concept of population development is a summary of the scientific discourse on population by Marxist classic writers and the leaders of Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao. Its basic connotation is: people-oriented is the core, giving priority to the overall development of people is the means, according to the Chinese characteristics to solve the population problem is the way to achieve the sustainable development of population, economy, society, resources and environment is the goal. At the same time, the theory and practice of population and family planning benefit orientation at home and abroad also provide theoretical and practical reference for perfecting population and family planning benefit oriented mechanism in the new period. Secondly, this paper defines the benefit oriented mechanism of population and family planning theoretically, including the connotation, principle, function, characteristics, system mechanism and evaluation index system of population and family planning benefit oriented mechanism. This paper discusses the historical inevitability of the construction and perfection of the guiding mechanism of population and family planning in the new period of our country from the perspectives of the course of population development, the evolution of population policy, the transformation of the concept and method of population and family planning work, and so on. Thirdly, this paper comprehensively discusses the problems and reasons in the process of constructing the interest-oriented mechanism of population and family planning in our country. At the same time, this paper discusses the experience and lessons of the reproductive decision-making theory and the reproductive interest oriented policy abroad and its reference significance to the improvement of population and family planning benefit oriented mechanism in our country. At last, the paper expatiates on the construction of interest-oriented mechanism of population and family planning in the new period. At the same time, based on the empirical analysis of population and family planning interest oriented construction in Henan Province, the overall requirements, policy design, core and expansion of establishing and perfecting the population and family planning benefit oriented mechanism are put forward. Four basic systems of security and coordination of decision-making.
