內(nèi)蒙古人口承載力研究

【摘要】:二次世界大戰(zhàn)以來,世界人口增長了一倍多。人口的大量增加,不僅使資源的消費(fèi)總量增加、資源的開發(fā)利用強(qiáng)度增加、人均資源占有量降低,同時對環(huán)境的排放廢物也隨之增加。世界及區(qū)域范圍內(nèi)的資源環(huán)境問題此起彼伏,造成資源枯竭,生態(tài)失衡和環(huán)境嚴(yán)重污染,嚴(yán)重威脅著人類的可持續(xù)發(fā)展。因此,人口承載力問題的研究成為當(dāng)今社會研究熱點(diǎn)。 本文以內(nèi)蒙古盟市人口承載力問題為研究對象,通過探討區(qū)域人口發(fā)展現(xiàn)狀,結(jié)合當(dāng)?shù)氐馁Y源、環(huán)境及經(jīng)濟(jì)發(fā)展現(xiàn)狀,提出內(nèi)蒙古盟市人口承載力問題研究的必要性。文章將已掌握的數(shù)據(jù)與生態(tài)足跡模型運(yùn)用到人口承載力研究中,對內(nèi)蒙古及各盟市2003-2008年人口承載力進(jìn)行了測算和分析評價,并對盟市2010年人口承載力進(jìn)行了預(yù)測。 通過測算得出兩個結(jié)論:一是,內(nèi)蒙古實際人口數(shù)量小于區(qū)域人口承載能力,呈現(xiàn)出可持續(xù)發(fā)展的狀態(tài)。而內(nèi)蒙古各盟市人口承載力發(fā)展趨勢不盡相同,其中通遼、赤峰、烏蘭察布以及烏海四市人口超載,表現(xiàn)為不可持續(xù)發(fā)展態(tài)勢,尤其烏海人口超載現(xiàn)象嚴(yán)重,人口壓力為人口承載力的3倍;其他8個盟市人口發(fā)展?fàn)顟B(tài)呈現(xiàn)可持續(xù)狀態(tài),其中錫林郭勒盟人口承載力最高,其次為呼倫貝爾市。二是,內(nèi)蒙古盟市2010年人口承載力預(yù)測結(jié)果顯示:內(nèi)蒙古整體人口承載力不斷增強(qiáng),而通遼、赤峰、烏蘭察布和烏海即使以研究期內(nèi)最低人口自然增長率計算實際人口數(shù)量,那時人口仍然超載。 根據(jù)人口承載力的研究結(jié)果,結(jié)合內(nèi)蒙古各盟市現(xiàn)有人口狀況,提出了以下對策與措施: (1)適度控制人口數(shù)量;(2)加強(qiáng)環(huán)境保護(hù)力度,建立資源節(jié)約型、環(huán)境友好型生產(chǎn)環(huán)境; (3)提高土地利用效率發(fā)展生態(tài)高效型農(nóng)業(yè)、畜牧業(yè),提高土地資源人口承載力。
[Abstract]:The world population has more than doubled since World War II. The increase of population not only increases the total consumption of resources, but also increases the intensity of exploitation and utilization of resources, decreases the amount of resources per capita, and increases the discharge of waste to the environment. The problems of resources and environment in the world and the region are one after another, resulting in the depletion of resources, ecological imbalance and serious environmental pollution, which seriously threaten the sustainable development of human beings. Therefore, the research of population carrying capacity has become a hot topic in the society. This paper takes the population carrying capacity of Inner Mongolia as the research object, through discussing the current situation of regional population development, combining with the local resources, environment and economic development status. The necessity of research on population carrying capacity in Inner Mongolia is put forward. This paper applies the available data and ecological footprint model to the study of population carrying capacity, and calculates and analyzes the population carrying capacity of Inner Mongolia and each league city from 2003 to 2008. The population carrying capacity in 2010 is forecasted and two conclusions are drawn: first, the actual population in Inner Mongolia is smaller than the regional population carrying capacity, showing the state of sustainable development. The development trend of population carrying capacity in Inner Mongolia is different. The overloading of population in Tongliao, Chifeng, Wulanchabu and Wuhai is the trend of unsustainable development, especially the serious overloading of population in Wuhai. The population pressure is 3 times of the population carrying capacity, and the population development status of the other eight cities is sustainable, among which the population carrying capacity of the Xilingol League is the highest, and the next is the Hulunbeir city. Second, the forecast results of 2010 population carrying capacity in Inner Mongolia show that the overall population carrying capacity of Inner Mongolia is continuously increasing, while Tongliao, Chifeng, Wulanchabu and Wuhai calculate the actual population even with the lowest natural population growth rate during the study period. At that time, the population was still overloaded. According to the results of the study on population carrying capacity and the current population situation in Inner Mongolia, the following countermeasures and measures were put forward: 1) appropriately controlling the population number and 2) strengthening environmental protection and establishing a resource-conserving type. Improving land use efficiency, developing eco-efficient agriculture and animal husbandry, improving population carrying capacity of land resources.
