【摘要】：我國計劃生育政策實行30多年來,對緩解我國人口壓力,促進經(jīng)濟社會發(fā)展做出了巨大的貢獻。而同時,該政策所帶來的弊端也在凸顯。最為明顯的就是出現(xiàn)了政策之下的失獨家庭,即由于疾病、意外事故等原因?qū)е陋毶优劳?或者遇到一些特殊困難,出現(xiàn)獨生子女發(fā)生死亡、未再生育或收養(yǎng)子女的家庭。在當(dāng)前,國家調(diào)整計劃生育政策,全面兩孩政策開始實行的背景下,此類家庭的生存狀況和需求亦是我們關(guān)注的重點。本文分析泉州市200多戶失獨家庭基本情況剖析失獨家庭社會救助方面存在的問題,探討泉州市失獨家庭社會救助的方向和措施。本文分為六個部分:第一部分為緒論,論述了該選題的研究背景和意義、國內(nèi)外研究現(xiàn)狀、研究理論和方法、研究思路和論文的創(chuàng)新四個方面;第二部分介紹泉州市失獨家庭面臨的困難及其現(xiàn)實需求,具體介紹失獨家庭經(jīng)濟、家庭生活能力、精神情緒等方面的問題;第三部分分析泉州市失獨家庭社會救助體系現(xiàn)狀及存在問題,介紹目前泉州市失獨家庭社會救助體系現(xiàn)狀,并結(jié)合個案分析救助體系存在問題;第四部分介紹江蘇省啟東市失獨家庭社會救助的具體個案及救助經(jīng)驗;第五部分從長期和短期方面提出泉州市失獨家庭社會救助對策具體對策;第六部分是結(jié)論和展望,對論文的研究進行意義總結(jié)并指出創(chuàng)新之處。
[Abstract]:The family planning policy of our country has been implemented for more than 30 years, which has made great contribution to relieving the population pressure and promoting the economic and social development. At the same time, the policy brought about by the drawbacks are also highlighted. The most obvious is the emergence of the policy of loss of independence families, that is, due to illness, accidents and other reasons resulting in the death of only child, or some special difficulties, only child death, no birth or adoption of the children of families. At present, the state adjusts the family planning policy, the comprehensive two-child policy begins to carry out under the background, this kind of family's survival condition and the need is also our focus. This paper analyzes the basic situation of more than 200 families without independence in Quanzhou, analyzes the problems existing in social assistance for families without independence, and probes into the direction and measures of social assistance for families without independence in Quanzhou. This paper is divided into six parts: the first part is the introduction, which discusses the research background and significance of this topic, domestic and foreign research status, research theory and methods, research ideas and the innovation of the paper four aspects; The second part introduces the difficulties faced by the families who lost their independence in Quanzhou and their practical needs. The third part analyzes the current situation and existing problems of the social assistance system for families without independence in Quanzhou, introduces the current situation of the social assistance system for families without independence in Quanzhou, and analyzes the problems in the system based on individual cases. The fourth part introduces the specific cases and experiences of social assistance for families without independence in Qidong City, Jiangsu Province; the fifth part puts forward the countermeasures of social assistance for families without independence in Quanzhou City from the long-term and short-term aspects; the sixth part is the conclusions and prospects. This paper summarizes the significance of the research and points out the innovation.
