【摘要】：人口是影響京津冀協(xié)同發(fā)展的關(guān)鍵要素。人口過度集中在特大城市和人口老齡化對京津冀現(xiàn)在和將來的發(fā)展提出嚴(yán)峻挑戰(zhàn)。有序疏解非首都功能與一般制造業(yè),科學(xué)合理地建設(shè)衛(wèi)星城,積極培育"五線"城市是疏解人口,治理"大城市病"的重要途徑。應(yīng)對京津冀地區(qū)人口老齡化,需要完善與落實養(yǎng)老服務(wù)協(xié)同發(fā)展機(jī)制,突破養(yǎng)老服務(wù)發(fā)展瓶頸。要加快三地社會養(yǎng)老服務(wù)制度、標(biāo)準(zhǔn)、設(shè)施與人才隊伍建設(shè)的統(tǒng)一化,擴(kuò)大社會養(yǎng)老服務(wù)有效供給,積極探索京津冀醫(yī)養(yǎng)結(jié)合創(chuàng)新發(fā)展模式。
[Abstract]:Population is the key factor affecting the coordinated development of Beijing, Tianjin and Hebei. The excessive concentration of population in large cities and population aging poses a severe challenge to the present and future development of Beijing, Tianjin and Hebei. The function of non capital and the general manufacturing industry, the scientific and rational construction of the satellite city, the active cultivation of the "five line" city are the solution of the population and the "big city disease". To cope with the aging of population in Beijing, Tianjin and Hebei Province, it is necessary to improve and implement the cooperative development mechanism of old-age service and break through the bottleneck of the development of the old-age service. It is necessary to speed up the unification of the three social old-age service system, the standard, the construction of the facilities and the talent team, expand the effective supply of social old-age service, and actively explore the combination innovation of Beijing, Tianjin and Hebei.
