交通基礎(chǔ)設(shè)施對(duì)城市人口集聚的影響研究

【摘要】:交通基礎(chǔ)設(shè)施建設(shè)是強(qiáng)國(guó)興邦的重要舉措,也是城市經(jīng)濟(jì)發(fā)展的必經(jīng)之路。作為當(dāng)今城市發(fā)展的橋梁,交通基礎(chǔ)設(shè)施的建設(shè)決定著城市交通的發(fā)展方向,影響了城市空間格局,與城市人口就業(yè)分布、居住分布、城市產(chǎn)業(yè)布局、城市經(jīng)濟(jì)集聚擴(kuò)散息息相關(guān)。近年來(lái),中國(guó)政府對(duì)城市交通基礎(chǔ)設(shè)施建設(shè)的投資力度不斷加大,力圖通過(guò)城市交通條件的改善,突破城市發(fā)展瓶頸,促進(jìn)東部地區(qū)經(jīng)濟(jì)進(jìn)一步發(fā)展,實(shí)現(xiàn)西部地區(qū)大開(kāi)發(fā)和中部地區(qū)崛起;同時(shí)也希望通過(guò)改變城市交通基礎(chǔ)設(shè)施的布局,優(yōu)化城市資源配置,減輕城市交通通過(guò)人口過(guò)度集聚帶來(lái)的負(fù)外部性。因此,探索城市交通基礎(chǔ)設(shè)施對(duì)城市人口集聚的促進(jìn)或抑制內(nèi)在機(jī)制,對(duì)我國(guó)政府合理優(yōu)化城市人口規(guī)模、科學(xué)地調(diào)控城市人口集聚與分散具有非常重要的意義。本文首先梳理了前人的文獻(xiàn),發(fā)現(xiàn)國(guó)內(nèi)外的文獻(xiàn)多側(cè)重于研究城市交通基礎(chǔ)設(shè)施與城市經(jīng)濟(jì)之間的關(guān)系,僅有少數(shù)學(xué)者單獨(dú)研究城市交通基礎(chǔ)設(shè)施與城市人口的關(guān)系,而且在研究二者的關(guān)系時(shí)并未同時(shí)考慮城市交通基礎(chǔ)設(shè)施與城市人口促進(jìn)和抑制的雙重關(guān)系。因此,本文將綜合考慮城市交通對(duì)城市人口的促進(jìn)和抑制作用。首先,本文在理論上分析了城市交通基礎(chǔ)設(shè)施對(duì)城市空間集聚的微觀作用機(jī)制,從城市交通樞紐建設(shè)提高城市可靠性和交通線路可達(dá)性從而促進(jìn)人口集聚兩個(gè)層面切入,構(gòu)建城市交通基礎(chǔ)設(shè)施對(duì)城市人口集聚的理論框架。其次,在實(shí)證分析層面,本文通過(guò)Eviews軟件對(duì)我國(guó)284個(gè)地級(jí)市的交通基礎(chǔ)設(shè)施和城市人口集聚情況進(jìn)行分析,驗(yàn)證城市交通可以通過(guò)提高區(qū)域可達(dá)性和可靠性來(lái)促進(jìn)城市人口集聚;同時(shí)城市交通基礎(chǔ)設(shè)施也會(huì)通過(guò)產(chǎn)生交通擁擠、租金上漲、環(huán)境污染等問(wèn)題抑制城市人口集聚。本文通過(guò)納入交通基礎(chǔ)設(shè)施的平方項(xiàng)驗(yàn)證交通基礎(chǔ)設(shè)施對(duì)城市人口是否存在這種先促進(jìn)后抑制的倒U作用。本文按照地理區(qū)位將284個(gè)城市分為東部、中部、西部、東北四個(gè)區(qū)域,及按照人口規(guī)模將城市分為大城市、中等城市、及小型城市分別分析交通基礎(chǔ)設(shè)施對(duì)不同區(qū)域人口所產(chǎn)生的影響。實(shí)證結(jié)果顯示城市交通基礎(chǔ)設(shè)施對(duì)四個(gè)區(qū)域的影響存在明顯差異,但是按照區(qū)域劃分和按照人口規(guī)模劃分的模型結(jié)果存在穩(wěn)定性;城市交通基礎(chǔ)設(shè)施對(duì)城市人口集聚作用顯著,但是并未表現(xiàn)出先促進(jìn)后抑制的倒U型關(guān)系。
[Abstract]:The construction of transportation infrastructure is an important measure for a powerful country to flourish, and is also the only way for the development of urban economy. As a bridge of urban development, the construction of transportation infrastructure determines the development direction of urban transportation, affects the urban spatial pattern, and urban population employment distribution, residential distribution, urban industrial distribution. Urban economic agglomeration is closely related to its diffusion. In recent years, the Chinese government has been investing more and more in the construction of urban transport infrastructure, in an effort to break through the bottleneck of urban development and promote further economic development in the eastern region through the improvement of urban transport conditions. At the same time, it is hoped that by changing the layout of urban transportation infrastructure and optimizing the allocation of urban resources, the negative externalities of urban traffic through excessive population agglomeration can be alleviated. Therefore, it is of great significance for our government to explore the internal mechanism of urban transportation infrastructure to promote or suppress urban population agglomeration, to optimize the urban population scale reasonably, and to control the urban population agglomeration and dispersion scientifically. This paper first combs the previous literature, finds that the domestic and foreign literature mainly focuses on the relationship between urban transport infrastructure and urban economy, and only a few scholars study the relationship between urban transport infrastructure and urban population. Moreover, the dual relationship between urban transportation infrastructure and urban population promotion and suppression is not taken into account when studying the relationship between the two. Therefore, this paper will consider the role of urban traffic to promote and suppress urban population. First of all, this paper theoretically analyzes the micro mechanism of urban traffic infrastructure on urban spatial agglomeration, from the construction of urban transportation hub to improve the reliability of the city and the accessibility of traffic lines, thus promoting the population agglomeration two levels cut into. The theoretical framework of urban transportation infrastructure for urban population agglomeration is constructed. Secondly, at the level of empirical analysis, this paper analyzes the traffic infrastructure and urban population concentration of 284 prefectural cities in China by Eviews software. It is proved that urban traffic can promote urban population agglomeration by improving regional accessibility and reliability. At the same time, urban transport infrastructure can restrain urban population agglomeration by causing traffic congestion, rising rents and environmental pollution. In this paper, the square term of transportation infrastructure is included to verify whether there is such a reverse effect of traffic infrastructure on urban population. In this paper, 284 cities are divided into four regions according to their geographical location: east, middle, west and northeast, and cities are divided into big cities and middle cities according to their population size. And small cities to analyze the impact of transport infrastructure on the population of different regions. The empirical results show that there are significant differences in the impact of urban transport infrastructure on the four regions, but there is stability in the model according to regional division and population scale, and the effect of urban transport infrastructure on urban population concentration is significant. However, there was no inverted U-type relationship between promotion and inhibition.
