【摘要】：人口是一個(gè)國家和地區(qū)經(jīng)濟(jì)、社會(huì)協(xié)調(diào)發(fā)展的基礎(chǔ),是可持續(xù)發(fā)展的核心。朝鮮族是我國各少數(shù)民族中最早出現(xiàn)人口負(fù)增長的民族,隨著國家全面建設(shè)小康社會(huì)發(fā)展目標(biāo)的提出,朝鮮族人口與經(jīng)濟(jì)社會(huì)的綜合和協(xié)調(diào)發(fā)展問題日益引起人們的關(guān)注。30多年的改革開放使黑龍江省朝鮮族在經(jīng)濟(jì)社會(huì)建設(shè)方面取得巨大進(jìn)步的同時(shí),其自身也出現(xiàn)了全新的變化。其中尤其令人矚目的是黑龍江省朝鮮族農(nóng)村人口已經(jīng)呈現(xiàn)出了負(fù)增長的發(fā)展態(tài)勢(shì),并具有流動(dòng)性大、老齡化嚴(yán)重等特點(diǎn),對(duì)朝鮮族農(nóng)村的經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展產(chǎn)生了一定的影響,并帶來了一些社會(huì)問題。如何提高朝鮮族的人口意識(shí),振興民族經(jīng)濟(jì),促進(jìn)民族文化教育的發(fā)展,引導(dǎo)朝鮮族社會(huì)走向健康持續(xù)發(fā)展軌道,既是朝鮮族共同體全體成員共同關(guān)心的問題,也是黨和政府有關(guān)部門積極研究對(duì)策加以解決的課題。論文從這個(gè)角度出發(fā),揭示黑龍江省朝鮮族農(nóng)村人口發(fā)展變化的特點(diǎn)和原因,探討黑龍江省朝鮮族農(nóng)村人口狀況對(duì)其經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展產(chǎn)生的負(fù)面影響并提出解決對(duì)策。 本論文共分三章：第一章黑龍江省朝鮮族農(nóng)村人口現(xiàn)狀。本章簡要介紹了黑龍江省朝鮮族人口現(xiàn)狀及朝鮮族農(nóng)村人口特征,對(duì)其人口呈現(xiàn)負(fù)增長、老齡化、流動(dòng)性大等特征的原因進(jìn)行分析。第二章黑龍江省朝鮮族農(nóng)村人口狀況對(duì)其經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的影響。本章首先從水稻生產(chǎn)、多種經(jīng)營、勞務(wù)輸出等方面概述了黑龍江省朝鮮族農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展水平,然后從經(jīng)濟(jì)、社會(huì)、教育三個(gè)方面闡述了黑龍江省朝鮮族農(nóng)村人口狀況對(duì)其經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的影響。第三章改善黑龍江省朝鮮族農(nóng)村人口現(xiàn)狀,實(shí)現(xiàn)其經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的對(duì)策。本章針對(duì)改善黑龍江省朝鮮族農(nóng)村人口現(xiàn)狀,實(shí)現(xiàn)其經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的問題,提出三點(diǎn)解決對(duì)策：第一,促進(jìn)朝鮮族農(nóng)村經(jīng)濟(jì)發(fā)展,改善人口生產(chǎn)生活的環(huán)境和條件；第二,調(diào)整對(duì)朝鮮族人口政策,協(xié)調(diào)朝鮮族人口結(jié)構(gòu)；第三,加快朝鮮族村的新農(nóng)村建設(shè),改善人口生存生活環(huán)境。
[Abstract]:Population is the foundation of the coordinated development of economy and society in a country and region, and the core of sustainable development. The Korean nationality is the earliest ethnic group with negative population growth among the ethnic minorities in China. With the development goal of building a well-off society in an all round way, The comprehensive and coordinated development of Korean population and economy and society has attracted more and more attention. The reform and opening up for more than 30 years has made the Korean nationality in Heilongjiang Province make great progress in economic and social construction, at the same time, its own has also appeared a new change. Among them, it is particularly remarkable that the rural population of Korean nationality in Heilongjiang Province has shown a negative growth trend, and has the characteristics of high mobility, serious aging and so on. It has a certain influence on the sustainable economic and social development of Korean rural areas, and has brought some social problems. How to improve the population consciousness of the Korean nationality, revitalize the national economy, promote the development of the national culture and education, guide the Korean society to the track of healthy and sustainable development, is an issue of common concern to all the members of the Korean Community. Also is the party and the government concerned department positively studies the countermeasure to solve the topic. From this point of view, this paper reveals the characteristics and causes of the development and change of the Korean rural population in Heilongjiang Province, probes into the negative effects of the rural population situation of the Korean nationality in Heilongjiang Province on its sustainable economic and social development and puts forward some countermeasures. This paper is divided into three chapters: the first chapter is the current situation of the Korean rural population in Heilongjiang Province. This chapter briefly introduces the current situation of the Korean population in Heilongjiang Province and the characteristics of the Korean rural population, and analyzes the reasons for the negative growth, aging and mobility of the population. The second chapter is about the influence of the rural population of Korean nationality in Heilongjiang Province on the sustainable development of its economy and society. This chapter first summarizes the level of economic and social development of the Korean nationality in Heilongjiang Province from the aspects of rice production, diversified economy, labor export and so on, and then summarizes the level of economic and social development in the rural areas of the Korean nationality in Heilongjiang Province. This paper expounds the influence of the rural population of Korean nationality in Heilongjiang Province on the sustainable development of its economy and society from three aspects of education. The third chapter is to improve the rural population of Korean nationality in Heilongjiang Province and to realize the sustainable development of its economy and society. Aiming at the problems of improving the present situation of Korean rural population and realizing the sustainable development of its economy and society in Heilongjiang Province, this chapter puts forward three countermeasures: first, to promote the economic development of Korean nationality in rural areas and to improve the environment and conditions of population production and life; Second, adjust the population policy to the Korean nationality, coordinate the population structure of the Korean nationality; third, accelerate the construction of the new countryside of the Korean village and improve the living environment of the population.
