【摘要】：人口素質(zhì)始終是制約產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與優(yōu)化的重要因素,產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展離不開人口素質(zhì)水平提升的支持與促進(jìn)。隨著我國第十八屆中央委員會第五次全體會議的閉幕,對國民經(jīng)濟具有重要指導(dǎo)作用的“十三五”規(guī)劃編制也正式啟動,其中明確提到工業(yè)去產(chǎn)能、服務(wù)業(yè)崛起,教育現(xiàn)代化、提升人力資本等事關(guān)人口發(fā)展、產(chǎn)業(yè)結(jié)構(gòu)升級和社會經(jīng)濟進(jìn)步等方面的戰(zhàn)略規(guī)劃。本文以貴州省畢節(jié)市為研究范圍,在可持續(xù)發(fā)展理論的視角下,通過研究畢節(jié)市人口素質(zhì)與產(chǎn)業(yè)結(jié)構(gòu)的概況和相關(guān)關(guān)系,梳理并總結(jié)出影響畢節(jié)市產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化中的人口素質(zhì)問題,為促進(jìn)畢節(jié)市人口素質(zhì)提升和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整提出了一些相關(guān)對策與建議。本文主要研究內(nèi)容具體如下:第一、通過對歷年貴州省統(tǒng)計年鑒和畢節(jié)市國民經(jīng)濟和社會發(fā)展統(tǒng)計公報相關(guān)數(shù)據(jù)的計算分析,從地理位置、行政區(qū)劃、自然資源、人口狀況、財政狀況、城鄉(xiāng)居民收入6個方面進(jìn)行定性研究,描述了畢節(jié)市的概況;從受教育人口比重、人均受教育年限、各類科研人員的比重和勞動者的文化構(gòu)成幾個方面概況了畢節(jié)市的人口素質(zhì)狀況,其中以人均受教育年限變化,包括:人口分年齡組和分行業(yè)的人均受教育年限變化為重點分析畢節(jié)市整體及不同行業(yè)的人口素質(zhì)狀況;從生產(chǎn)總值分布、產(chǎn)業(yè)人口分布、產(chǎn)業(yè)貢獻(xiàn)率和從業(yè)人員比例變動關(guān)系幾個方面比較分析了畢節(jié)市的產(chǎn)業(yè)結(jié)構(gòu)狀況。第二、通過將人口素質(zhì)與產(chǎn)業(yè)結(jié)構(gòu)指標(biāo)與貴陽市進(jìn)行橫向、縱向?qū)Ρ?分析二者之間的差異,總結(jié)出畢節(jié)市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的方向和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化過程中如何更好更快的提高和改善人口素質(zhì)水平。第三、對人口素質(zhì)與產(chǎn)業(yè)結(jié)構(gòu)相應(yīng)指標(biāo)的相互關(guān)系進(jìn)行實證分析,包括:一元線性回歸分析、多元線性回歸分析和一元曲線回歸分析,準(zhǔn)確掌握二者之間的相互關(guān)系,總結(jié)出相互制約的因素并分析其產(chǎn)生原因。第四、通過分析,總結(jié)出畢節(jié)市人口素質(zhì)提升對產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、升級帶來的契機,提出相應(yīng)的對策、建議。
[Abstract]:Population quality is always an important factor restricting the adjustment and optimization of industrial structure. The development of industrial structure can not be separated from the support and promotion of the improvement of population quality level. With the closing of the Fifth Plenary session of the 18th Central Committee of our country, the 13th Five-Year Plan, which plays an important guiding role in the national economy, has also been formally started. It explicitly mentions the development of industrial production capacity, the rise of the service industry, and the modernization of education. The promotion of human capital is related to the strategic planning of population development, industrial structure upgrading and social and economic progress. In this paper, Bijie City, Guizhou Province, as the research scope, in the perspective of sustainable development theory, through the study of Bijie population quality and industrial structure of the general situation and related relations. This paper summarizes the problems of the population quality in the optimization of the industrial structure of Bijie City and puts forward some relevant countermeasures and suggestions for the promotion of the population quality and the adjustment of the industrial structure in Bijie City. The main contents of this paper are as follows: first, through the calculation and analysis of the relevant data of Guizhou Provincial Statistical Yearbook and Bijie Statistical Bulletin of National Economic and Social Development, from the geographical location, administrative divisions, natural resources, population situation, The financial situation and income of urban and rural residents are studied qualitatively, and the general situation of Bijie City is described; from the proportion of educated population, the number of years of education per capita, The proportion of various types of scientific research personnel and the cultural composition of the workers have been summarized in several aspects of the population quality in Bijie City, in which the per capita number of years of education has changed. Including: the analysis of the quality of the population in Bijie as a whole and in different industries, from the distribution of GDP, the distribution of industrial population, the change of per capita education years by age group and industry, This paper compares and analyzes the industrial structure of Bijie City from several aspects of the relationship between the industrial contribution rate and the ratio of employees. Second, by comparing population quality and industrial structure with Guiyang City horizontally and vertically, the difference between them is analyzed. This paper summarizes the direction of industrial structure adjustment in Bijie city and how to improve population quality better and faster in the process of industrial structure optimization. Thirdly, the relationship between population quality and the corresponding indicators of industrial structure is analyzed empirically, including: univariate linear regression analysis, multivariate linear regression analysis and univariate curve regression analysis, so as to accurately grasp the relationship between them. Summarize the factors that restrict each other and analyze the causes. Fourth, through the analysis, summarizes the Bijie city population quality enhancement to the industrial structure adjustment, the promotion opportunity which brings, proposes the corresponding countermeasure, the suggestion.
