【摘要】：自2004年我國取消強制婚檢管制政策以來,逐年上升的新生兒缺陷率及其引發(fā)的社會經(jīng)濟負擔令人擔憂。在此背景下,2008年浙江省在全國率先推行了免費婚檢和孕檢(即優(yōu)生"雙免"政策)。在"健康浙江"的理念導(dǎo)向下,本文基于"3E"績效評價原則和人口質(zhì)量經(jīng)濟理論,以浙江省2008年出臺的優(yōu)生"雙免"政策為研究對象,對相關(guān)優(yōu)生政策的績效狀況展開實證性評價研究。本研究的一些重要發(fā)現(xiàn)為進一步提升相關(guān)優(yōu)生管制政策的績效水平提供了有益的政策參考。
[Abstract]:Since the abolition of compulsory premarital examination control policy in China in 2004, the rate of neonatal defects and the social and economic burden caused by it have increased year by year. In this context, Zhejiang Province in 2008 in the first in the country to promote free premarital and pregnancy testing (that is, eugenics "double exemption" policy. Under the guidance of the concept of "healthy Zhejiang", based on the "3e" performance evaluation principle and the economic theory of population quality, this paper studies the policy of "double exemption" of excellent students in Zhejiang Province in 2008. To carry on the positive appraisal research to the related eugenic policy performance condition. Some important findings of this study provide a useful policy reference for further improving the performance of eugenics regulation policies.
