日照市規(guī)模經(jīng)濟(jì)人口結(jié)構(gòu)系統(tǒng)動力學(xué)模型研究

【摘要】:“十二五"時期海洋經(jīng)濟(jì)被提升為國家戰(zhàn)略,《全國海洋經(jīng)濟(jì)規(guī)劃》規(guī)劃到2020年,海洋產(chǎn)業(yè)增加值占國內(nèi)生產(chǎn)總值的20%以上。沿海港口城市在海洋經(jīng)濟(jì)發(fā)展中具有重大意義,但是目前我國除上海、天津、寧波、青島等少數(shù)發(fā)展較好的沿海港口城市以外,大多數(shù)沿海港口城市處于規(guī)模經(jīng)濟(jì)起飛階段,經(jīng)濟(jì)起飛需要大量的資金和人才推動。周邊港口城市競爭力強(qiáng)于規(guī)模經(jīng)濟(jì)起飛的港口城市,產(chǎn)生虹吸效應(yīng)導(dǎo)致其資金不足和就業(yè)人口本地、外地就業(yè)結(jié)構(gòu)不合理、人才不足是阻礙經(jīng)濟(jì)起飛的根本原因。目前資本獲得的方式主要是社會融資和獨立爭取國家投資,但是對于存在虹吸的港口城市效果不佳。本文擬以日照市為例,提出國家海洋經(jīng)濟(jì)戰(zhàn)略下規(guī)模經(jīng)濟(jì)起飛的沿海港口城市資本獲得路徑,構(gòu)建系統(tǒng)動力學(xué)模型定量分析資本如何使用更能促進(jìn)經(jīng)濟(jì)社會發(fā)展,通過模型分析就業(yè)人口結(jié)構(gòu),模擬投資規(guī)模對經(jīng)濟(jì)社會發(fā)展的影響,并提出相應(yīng)建議。 首先,本文基于因子分析建立了港口城市規(guī)模競爭力評價模型,采用相對量為指標(biāo)對港口城市規(guī)模競爭力進(jìn)行評價;第二提出了國家海洋經(jīng)濟(jì)戰(zhàn)略下港口集群爭取國家支持并進(jìn)一步發(fā)揮杠桿撬動社會資本,優(yōu)化布局吸引人才的新的資本獲得途徑。第三,基于系統(tǒng)動力學(xué)理論,構(gòu)建了日照市規(guī)模經(jīng)濟(jì)人口結(jié)構(gòu)系統(tǒng)動力學(xué)模型,研究港口、經(jīng)濟(jì)、人口的互動關(guān)系,預(yù)測日照市未來的發(fā)展,分析人口區(qū)域就業(yè)結(jié)構(gòu),通過政策模擬不同投資規(guī)模對經(jīng)濟(jì)社會發(fā)展的影響,并提出相應(yīng)政策建議。 本文為港口城市解決規(guī)模經(jīng)濟(jì)起飛的問題提供了基本思路和方法,對國家海洋經(jīng)濟(jì)戰(zhàn)略背景下其抓住機(jī)遇,實現(xiàn)經(jīng)濟(jì)起飛有重要意義。
[Abstract]:During the 12th Five-Year Plan, the marine economy was promoted as a national strategy. By 2020, the added value of the marine industry will account for more than 20 percent of the gross domestic product (GDP). Coastal port cities are of great significance in the development of marine economy. However, with the exception of Shanghai, Tianjin, Ningbo and Qingdao, most of the coastal port cities are in the stage of taking off with economies of scale. Economic takeoff needs a large amount of funds and talents to promote. The competitiveness of peripheral port cities is stronger than that of port cities with economies of scale. The siphon effect leads to the shortage of capital and the local employment population, the unreasonable employment structure in other places, and the shortage of talents is the fundamental reason that hinders the economic take-off. At present, the main ways to obtain capital are social financing and independent national investment, but the effect of siphon on port cities is not good. Taking Rizhao City as an example, this paper puts forward the way to obtain the capital of coastal port cities that take off with economies of scale under the national marine economic strategy, and sets up a system dynamics model to quantitatively analyze how capital is used to promote economic and social development. This paper analyzes the structure of employed population, simulates the influence of investment scale on economic and social development, and puts forward some corresponding suggestions. Firstly, based on factor analysis, this paper establishes the evaluation model of port city scale competitiveness, and uses relative quantity as the index to evaluate port city scale competitiveness. Secondly, the paper puts forward a new way of obtaining capital under the strategy of national marine economy, which can win the support of the state and further leverage the social capital and optimize the layout to attract talents. Thirdly, based on the theory of system dynamics, this paper constructs the system dynamics model of Rizhao's large-scale economic population structure, studies the interaction among port, economy and population, forecasts the future development of Rizhao, and analyzes the regional employment structure of Rizhao. The influence of different investment scale on economic and social development is simulated by policy, and corresponding policy suggestions are put forward. This paper provides the basic ideas and methods for the port city to solve the problem of the takeoff of scale economy. It is of great significance for the port city to seize the opportunity and realize the economic take-off under the background of the national marine economic strategy.
