【摘要】：自20世紀(jì)70年代，我國(guó)開始施行計(jì)劃生育國(guó)策，經(jīng)過這40多年的努力，我國(guó)人口得到了有效的控制，取得了舉世矚目的成績(jī)，穩(wěn)定了低生育水平，緩解了人口壓力，促進(jìn)了社會(huì)經(jīng)濟(jì)發(fā)展，令世界各國(guó)敬佩。但隨著計(jì)劃生育工作的進(jìn)行，計(jì)劃生育的一些滯后效應(yīng)也逐漸顯現(xiàn)出來，如計(jì)劃生育家庭的養(yǎng)老問題、社保問題、貧困問題等。進(jìn)入新世紀(jì)，為了更好的做好計(jì)劃生育工作，需要轉(zhuǎn)變傳統(tǒng)的以采用行政手段為主的工作思路，逐漸用經(jīng)濟(jì)利益為主的措施來誘導(dǎo)育齡家庭自覺主動(dòng)的轉(zhuǎn)變生育計(jì)劃，形成全新的計(jì)劃生育利益導(dǎo)向政策和相應(yīng)的運(yùn)行機(jī)制。由于利益導(dǎo)向制度的廣覆蓋性，因此如何在財(cái)政資金本身就是稀缺資源的前提下使其發(fā)揮最大的作用，是新世紀(jì)必須要好好面對(duì)和解決的問題。 在梳理國(guó)內(nèi)外相關(guān)文獻(xiàn)和理論的基礎(chǔ)上，并結(jié)合壽光市計(jì)劃生育實(shí)施情況分析，認(rèn)為雖然壽光市在計(jì)劃生育利益導(dǎo)向機(jī)制的建設(shè)方面取得了一定的成績(jī)，但仍存在一些問題，如政策誘導(dǎo)力不足、計(jì)劃生育家庭養(yǎng)老問題、普惠政策對(duì)利益導(dǎo)向機(jī)制的影響，流動(dòng)人口的利益導(dǎo)向機(jī)制不夠、失獨(dú)家庭的問題等。并從財(cái)政投入機(jī)制、獎(jiǎng)懲機(jī)制、思想認(rèn)識(shí)和政策協(xié)調(diào)性對(duì)上述問題進(jìn)行了分析。針對(duì)這些問題，結(jié)合各地的經(jīng)驗(yàn)和壽光市自身的特點(diǎn)提出了一些相應(yīng)的對(duì)策和建議，，包括：探索新的養(yǎng)老模式、健全計(jì)劃生育事業(yè)公共財(cái)政投入、加強(qiáng)對(duì)違反生育的懲罰、建立針對(duì)流動(dòng)人口的利益導(dǎo)向機(jī)制、完善普惠政策與計(jì)劃生育利益導(dǎo)向政策協(xié)調(diào)機(jī)制和針對(duì)失獨(dú)家庭的措施等。
[Abstract]:Since the 1970s, China began to implement the national policy of family planning. After more than 40 years of efforts, China's population has been effectively controlled, achieved remarkable results, stabilized the low fertility level, and alleviated the population pressure. Promote social and economic development, so that countries around the world admire. However, with the development of family planning, some delayed effects of family planning have gradually appeared, such as the pension problem of family planning, social security problem, poverty problem and so on. In the new century, in order to do a better job in family planning, we need to change the traditional thinking of using administrative means as the main work method, and gradually use economic interests as the main measures to induce families of childbearing age to consciously and actively change their birth planning. Form a brand-new family planning interest-oriented policy and the corresponding operating mechanism. Because of the wide coverage of the interest oriented system, how to make the most of the financial funds under the premise of the scarcity of resources is a problem that must be well faced and solved in the new century. On the basis of combing the relevant literature and theories at home and abroad, and combining with the analysis of the implementation of family planning in Shouguang City, it is concluded that although Shouguang City has made some achievements in the construction of the family-planning benefit-oriented mechanism, there are still some problems. Such as the lack of policy guidance, the problem of family planning family pension, the influence of inclusive policy on the benefit oriented mechanism, the insufficient interest guidance mechanism of floating population, the problem of the family without independence, and so on. The above problems are analyzed from financial input mechanism, reward and punishment mechanism, ideological understanding and policy coordination. In view of these problems, combined with the experience of various localities and the characteristics of Shouguang City, this paper puts forward some corresponding countermeasures and suggestions, including: exploring a new old-age model, perfecting the public financial input for family planning, and strengthening the punishment for breast-breaking. Establish the benefit oriented mechanism for the floating population, perfect the coordination mechanism between the inclusive policy and the family planning interest oriented policy and the measures for the families without independence, etc.
