山東省城市建設(shè)用地快速擴(kuò)張的人口和經(jīng)濟(jì)效應(yīng)研究

【摘要】:回顧中國近20年的快速城鎮(zhèn)化歷程,土地資源的供給性短缺和需求劇增的矛盾日趨尖銳。而土地用地粗放、土地城鎮(zhèn)化快于人口城鎮(zhèn)化已經(jīng)成為政府和專家的共識(shí),但從城市系統(tǒng)角度看,這僅僅是當(dāng)前城鎮(zhèn)化的表象,應(yīng)進(jìn)一步從結(jié)構(gòu)層面剖析其內(nèi)在差異性。本文以人口和經(jīng)濟(jì)大省——山東省為例,嘗試從多角度探究城市建設(shè)用地快速擴(kuò)張背景下山東省人口和經(jīng)濟(jì)效應(yīng)的演變特征,進(jìn)而提出基于快速城鎮(zhèn)化建設(shè)的合理優(yōu)化對策。本文經(jīng)過大量文獻(xiàn)的梳理和小尺度案例解析,分析山東省城市建設(shè)用地?cái)U(kuò)張的時(shí)間特征和空間軌跡變化,先是明確了“多空間性和跨尺度”的城市用地?cái)U(kuò)張?zhí)卣?進(jìn)而分析該過程中對人口的集聚和經(jīng)濟(jì)的增長等層面的正負(fù)效應(yīng)。研究發(fā)現(xiàn),山東省城市建設(shè)用地?cái)U(kuò)張的人口和經(jīng)濟(jì)效應(yīng)存在結(jié)構(gòu)性差異。(1)人口效應(yīng)部分:從空間結(jié)構(gòu)視角看,山東省土地城鎮(zhèn)化總體快于人口城鎮(zhèn)化,并且魯西北、魯西南和半島地區(qū),城市用地的人口效應(yīng)較高,中部和沿海地區(qū)城市用地的人口效應(yīng)較低;從用地結(jié)構(gòu)視角看,居住用地、工業(yè)用地和綠地?cái)U(kuò)張所承載的人口效應(yīng)較低,倉儲(chǔ)用地?cái)U(kuò)張的人口效應(yīng)偏高;從城市規(guī)模結(jié)構(gòu)視角看,人口規(guī)模在20萬以下的城市人口效應(yīng)最高,20-50萬規(guī)模城市的建設(shè)用地人口效應(yīng)最低,50萬以上規(guī)模城市居中,且呈逐漸降低的態(tài)勢。(2)經(jīng)濟(jì)效應(yīng)部分:從空間結(jié)構(gòu)視角看,山東省經(jīng)濟(jì)增長與城市用地?cái)U(kuò)張?zhí)幱诮】禒顟B(tài)的期數(shù)較多,魯中和沿海地帶經(jīng)濟(jì)效應(yīng)較高,省界周邊較低;從用地結(jié)構(gòu)視角看,居住和工業(yè)用地?cái)U(kuò)張的經(jīng)濟(jì)效應(yīng)偏高,綠地和倉儲(chǔ)用地?cái)U(kuò)張的經(jīng)濟(jì)效應(yīng)偏低;從規(guī)模結(jié)構(gòu)看,人口規(guī)模在20萬以下的城市用地?cái)U(kuò)張的經(jīng)濟(jì)效應(yīng)居中,20-50萬規(guī)模城市建設(shè)用地?cái)U(kuò)張的經(jīng)濟(jì)效應(yīng)最高,50萬以上的城市用地?cái)U(kuò)張的人口效應(yīng)最低并呈提升的態(tài)勢。在此基礎(chǔ)上,本文提出了基于快速城鎮(zhèn)化條件下的山東省“城市建設(shè)用地-人口-經(jīng)濟(jì)”協(xié)調(diào)發(fā)展的優(yōu)化對策,主要包括:(1)因地制宜的政府宏觀調(diào)控;(2)提高人口承載力;(3)促進(jìn)產(chǎn)城融合;(4)注重城市生態(tài)文明建設(shè)。
[Abstract]:Reviewing China's rapid urbanization in recent 20 years, the contradiction between supply shortage and increasing demand of land resources is becoming more and more acute. But the extensive land use, the land urbanization faster than the population urbanization has become the consensus of the government and experts, but from the perspective of the urban system, this is only the appearance of the current urbanization, which should be further analyzed from the structural level of its internal differences. Taking the population and economic province of Shandong Province as an example, this paper attempts to explore the evolution characteristics of population and economic effects in Shandong Province under the background of rapid expansion of urban construction land from various angles, and then puts forward reasonable optimization countermeasures based on rapid urbanization construction. This paper analyzes the temporal and spatial characteristics of urban construction land expansion in Shandong Province through a lot of literature review and small scale case analysis. Firstly, it clarifies the characteristics of "multi-spatial and cross-scale" urban land expansion. Then the positive and negative effects on population concentration and economic growth in the process are analyzed. The study found that the population and economic effects of urban construction land expansion in Shandong Province have structural differences. (1) population effect part: from the perspective of spatial structure, land urbanization in Shandong Province is generally faster than population urbanization, and northwest of Shandong Province. The population effect of urban land is higher in southwest Shandong and Peninsula, but lower in central and coastal areas. From the perspective of land structure, the population effect of residential land, industrial land and green land expansion is relatively low. From the point of view of urban scale structure, the population effect of urban population with population scale below 200000 is the highest, and the population effect of construction land is the lowest in cities with population scale below 200000, and the population effect of construction land is the lowest in cities above 500000. From the perspective of spatial structure, there are more periods of economic growth and urban land expansion in Shandong Province, higher economic effect in the middle of Shandong and coastal areas, and lower in the periphery of the province. From the perspective of land use structure, the economic effect of residential and industrial land expansion is high, while that of green land and storage land expansion is low. The economic effect of urban land expansion with population scale below 200000 is the highest in urban construction land expansion of 20-500 thousand scale, and the population effect is the lowest in more than 500000 urban land expansion. On this basis, this paper puts forward the optimized countermeasures of the coordinated development of "urban construction land, population and economy" in Shandong Province under the condition of rapid urbanization. The main contents include: (1) government macro-control according to local conditions; (2) improving population carrying capacity; (3) promoting the integration of industrial and urban areas; (4) paying attention to the construction of urban ecological civilization.
