【摘要】：韓國(guó)的人口老齡化始于2000年,隨著社會(huì)的發(fā)展,人口增長(zhǎng)開始減緩,甚至出現(xiàn)負(fù)增長(zhǎng)的現(xiàn)象,人均壽命越來(lái)越長(zhǎng),人口結(jié)構(gòu)中老年人口的比重不斷提高,退休后繼續(xù)生活的時(shí)期不斷被拉長(zhǎng),越來(lái)越多的人意識(shí)到老齡化給社會(huì)保障的設(shè)計(jì)和改革所帶來(lái)的影響。經(jīng)過(guò)多年探索,若干新的方案被提出并對(duì)相關(guān)政策領(lǐng)域進(jìn)行了重大的改革。伴隨著社會(huì)政策更加普及化,人口老齡化促使針對(duì)老年人人口的社會(huì)福利措施相應(yīng)地?cái)U(kuò)展,包括老年人收入保障、醫(yī)療保障、居住保障、業(yè)余生活保障等方面都有重大發(fā)展。韓國(guó)社會(huì)養(yǎng)老制度在覆蓋人群、服務(wù)內(nèi)容與設(shè)施、籌資和給付等方面已經(jīng)逐漸定型并形成自身特色。韓國(guó)的社會(huì)養(yǎng)老保障制度在亞洲具有典型代表性,其成功做法是大家關(guān)注的焦點(diǎn)。
[Abstract]:Korea's aging population began in 2000. With the development of society, population growth began to slow down, and even negative growth occurred. The average life expectancy is getting longer and longer, and the proportion of the elderly population in the population structure is constantly increasing. More and more people are aware of the impact of aging on the design and reform of social security. After years of exploration, several new programs have been proposed and major reforms have been made in related policy areas. With the popularization of social policies, the aging of the population promotes the expansion of social welfare measures for the elderly population, including income security, medical security, housing security, amateur life security and other aspects of major development. South Korea's social pension system has gradually shaped and formed its own characteristics in covering the population, service content and facilities, financing and payment. South Korea's social old-age security system is typical in Asia, its successful practice is the focus of attention.
