【摘要】：推動生態(tài)文明建設(shè),實現(xiàn)綠色發(fā)展戰(zhàn)略目標(biāo),是經(jīng)濟(jì)發(fā)展新常態(tài)下中國面臨的重要課題。通過對環(huán)境經(jīng)濟(jì)學(xué)中生態(tài)補償思想演化的分析,可以看出,自然資源生態(tài)系統(tǒng)與人口經(jīng)濟(jì)生態(tài)系統(tǒng)互為制約因素,二者的良性互動是人類經(jīng)濟(jì)社會與自然生態(tài)持續(xù)發(fā)展的重要前提。實施生態(tài)補償是保持人口經(jīng)濟(jì)生態(tài)與自然生態(tài)同步協(xié)調(diào)發(fā)展的有效舉措。基于目前按單一資源功能定價的生態(tài)補償標(biāo)準(zhǔn),提出以不同年齡段人口土地等資源"生存依賴度"為核心,結(jié)合人口生命周期的人口結(jié)構(gòu)生態(tài)補償模式,從生存公平與勞動公平兩個維度確定生態(tài)補償適度水平理論框架,并就補償路徑進(jìn)行初步探索。
[Abstract]:To promote the construction of ecological civilization and realize the strategic goal of green development is an important subject facing China under the new normal state of economic development.Through the analysis of the evolution of ecological compensation thought in environmental economics, we can see that natural resources ecosystem and population economic ecosystem are mutually restricted factors.The benign interaction between the two is an important prerequisite for the sustainable development of human economy, society and natural ecology.The implementation of ecological compensation is an effective measure to maintain the coordinated development of population, economy, ecology and natural ecology.Based on the current ecological compensation standard based on single resource function, this paper puts forward a population structure ecological compensation model, which is based on the "survival dependence degree" of land and other resources in different age groups and combined with the population life cycle.The theoretical framework of ecological compensation moderate level is determined from the two dimensions of survival equity and labor equity, and the compensation path is preliminarily explored.
