【摘要】：土地與人口的城鎮(zhèn)化失調(diào)已久,厘清內(nèi)在的變化機(jī)理,是協(xié)調(diào)人地結(jié)構(gòu)矛盾的迫切需求.本文以重慶市璧山區(qū)為例,采用增長彈性系數(shù)法,利用2004-2014年的城鄉(xiāng)建設(shè)用地和人口數(shù)據(jù),分析二者的關(guān)系演變軌跡.研究結(jié)果表明:1)城鎮(zhèn)建設(shè)用地增長率182.5%,農(nóng)村建設(shè)用地減少率4.12%,二者增減幅度差距大;2)城鎮(zhèn)人地增長彈性系數(shù)為1.81,城鎮(zhèn)建設(shè)用地增長快于人口增加,有土地城鎮(zhèn)化傾向,且城鎮(zhèn)化發(fā)展存在區(qū)域不平衡;3)農(nóng)村人地增長彈性系數(shù)為0.17,農(nóng)村建設(shè)用地減少慢于農(nóng)村人口的析出;4)城鎮(zhèn)人地關(guān)系與農(nóng)村人地關(guān)系變化劇烈的地區(qū)分布存在一致性,形成以璧山主城為中心的向相鄰街鎮(zhèn)震蕩的環(huán)形格局.農(nóng)村建設(shè)用地的增減決定了農(nóng)村人地關(guān)系是否協(xié)調(diào),應(yīng)加強(qiáng)對(duì)農(nóng)村閑置宅基地的整治.另外,應(yīng)促進(jìn)農(nóng)村人口城鎮(zhèn)化,提高城鎮(zhèn)建設(shè)用地集約利用度.
[Abstract]:The urbanization of land and population has been out of balance for a long time. It is an urgent need to coordinate the contradiction of land structure to clarify the internal mechanism of change.Taking Bishan district of Chongqing as an example, the paper uses the method of growth elasticity coefficient to analyze the evolution of the relationship between urban and rural construction land and population data from 2004 to 2014.The results show that the growth rate of urban construction land is 182.5%, the reduction rate of rural construction land is 4.12, and the gap between the two increases and decreases is large. The elasticity coefficient of urban land growth is 1.81. The urban construction land increases faster than the population, and has the tendency of land urbanization.The elasticity coefficient of rural land growth is 0.17, and the decrease of rural construction land is slower than that of rural population. 4) there is consistency between urban man-land relationship and rural human-land relationship.Bishan formation of the main city as the center of the adjacent street town concussion ring pattern.The increase or decrease of rural construction land determines whether the relationship between people and land in rural areas is coordinated, and the regulation of idle rural homestead should be strengthened.In addition, we should promote the urbanization of rural population and improve the intensive utilization of urban construction land.
