【摘要】：本文以遼寧省為例,著眼于研究城市獨(dú)生子女家庭面臨的養(yǎng)老問題,從政府作為資源提供者的角度討論如何發(fā)揮政府宏觀調(diào)控和協(xié)調(diào)監(jiān)督作用,建立城市獨(dú)生子女家庭經(jīng)濟(jì)和非經(jīng)濟(jì)養(yǎng)老風(fēng)險(xiǎn)防范機(jī)制,為解決全省城市獨(dú)生子女家庭養(yǎng)老問題和制定相關(guān)政策提供科學(xué)依據(jù)。 全文共分5部分。首先,介紹選題的背景、意義、創(chuàng)新點(diǎn),闡述論文研究的內(nèi)容等。第二,介紹遼寧省城市獨(dú)生子女家庭養(yǎng)老的基本概念和理論,界定本文研究的范疇,分析遼寧省城市獨(dú)生子女家庭養(yǎng)老特征。第三,提出遼寧省城市獨(dú)生子女家庭養(yǎng)老在經(jīng)濟(jì)保障、生活照料、精神慰籍和資金支持體系不健全等方面存在風(fēng)險(xiǎn),這是本文的一個(gè)創(chuàng)新點(diǎn)。分析上述問題產(chǎn)生的原因。第四,從發(fā)揮政府主導(dǎo)和統(tǒng)籌職能的角度給出規(guī)避風(fēng)險(xiǎn)的對策,對策分為經(jīng)濟(jì)和非經(jīng)濟(jì)兩類養(yǎng)老風(fēng)險(xiǎn)防范機(jī)制。最后對全文進(jìn)行總結(jié)。 本文認(rèn)為,遼寧省城市獨(dú)生子女父母正日益成為城市老年人的主體,獨(dú)生子女家庭養(yǎng)老承擔(dān)著經(jīng)濟(jì)保障、生活照料、精神慰籍和政府為主導(dǎo)的資金支持體系不健全等方面的風(fēng)險(xiǎn)。目前遼寧省正處于人口紅利期,是經(jīng)濟(jì)發(fā)展的有利時(shí)機(jī),要做好物質(zhì)儲備,發(fā)揮政府主導(dǎo)和統(tǒng)籌職能,盡快建立城市獨(dú)生子女家庭經(jīng)濟(jì)和非經(jīng)濟(jì)養(yǎng)老風(fēng)險(xiǎn)防范機(jī)制,應(yīng)對城市獨(dú)生子女家庭養(yǎng)老危機(jī)。具體包括增強(qiáng)城市獨(dú)生子女家庭社會保障支持能力,滿足城市獨(dú)生子女父母老年基本醫(yī)療需求,提升城市獨(dú)生子女家庭自身養(yǎng)老能力和發(fā)展能力,倡導(dǎo)敬老、養(yǎng)老、助老、愛老的社會風(fēng)尚,建構(gòu)多元的城市新型養(yǎng)老模式,調(diào)整現(xiàn)行計(jì)劃生育政策緩解人口老齡化強(qiáng)度等對策。
[Abstract]:Taking Liaoning Province as an example, this paper focuses on the study of the pension problems faced by urban one-child families, and discusses how to give full play to the role of the government in macro-control and coordination and supervision from the point of view of the government as a resource provider. To establish the economic and non-economic risk prevention mechanism of urban one-child family, to provide scientific basis for solving the problem of urban one-child family pension and making relevant policies. The paper is divided into five parts. Firstly, it introduces the background, significance, innovation and content of the thesis. Secondly, it introduces the basic concepts and theories of the urban one-child family pension in Liaoning Province, and defines the scope of this study. The article analyzes the characteristics of urban one-child family pension in Liaoning Province. Thirdly, it points out that there are some risks in the aspects of economic security, life care, spiritual comfort and unsound financial support system of urban one-child family pension in Liaoning Province. This is an innovation of this paper. This paper analyzes the causes of the above problems. 4th, from the perspective of giving full play to the government's leading and coordinating functions, it gives the countermeasures to avoid risks. Countermeasures are divided into economic and non-economic two types of pension risk prevention mechanism. This paper holds that the only child parents in Liaoning Province are increasingly becoming the main body of the urban elderly, and the only child family is shouldering economic security and living care. At present, Liaoning Province is in the demographic dividend period, which is a favorable time for economic development. It is necessary to do a good job of material reserves and give play to the government's leading and coordinating functions. As soon as possible, we will establish an economic and non-economic risk prevention mechanism for urban one-child families to cope with the urban one-child family pension crisis, including strengthening the ability of urban one-child families to support social security. To meet the basic medical needs of the elderly of urban one-child parents, to promote the ability and development of the urban one-child families to provide for the aged, to advocate the social fashion of respecting, supporting, assisting and caring for the elderly, and to construct a pluralistic new pattern of urban old-age support. Adjust the current family planning policy to alleviate the intensity of aging population and other countermeasures.
