【摘要】： 隨著經(jīng)濟(jì)建設(shè)和社會(huì)的不斷發(fā)展,人們?cè)絹?lái)越深刻地意識(shí)到經(jīng)濟(jì)社會(huì)發(fā)展過(guò)程中的人口發(fā)展問(wèn)題。人口發(fā)展是關(guān)系當(dāng)今世界和平與發(fā)展的戰(zhàn)略性問(wèn)題,人口問(wèn)題始終是社會(huì)主義處級(jí)階段面臨的全局性、長(zhǎng)期性和根本性問(wèn)題,是制約全面協(xié)調(diào)可持續(xù)發(fā)展的重大問(wèn)題,是影響經(jīng)濟(jì)社會(huì)發(fā)展的關(guān)鍵因素。人口發(fā)展戰(zhàn)略是國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展的基礎(chǔ)性戰(zhàn)略。所以,必須把握人口發(fā)展的主動(dòng)權(quán),做出正確的戰(zhàn)略選擇。內(nèi)蒙古自治區(qū)目前正處在加速推進(jìn)新型工業(yè)化、經(jīng)濟(jì)社會(huì)持續(xù)快速協(xié)調(diào)發(fā)展和可持續(xù)發(fā)展的重要時(shí)期,現(xiàn)代化進(jìn)程中的所有重大問(wèn)題都同人口發(fā)展密切相關(guān),決定了人口發(fā)展研究的特殊重要性。因此,深刻研究?jī)?nèi)蒙古人口發(fā)展中存在的突出矛盾和問(wèn)題,提出解決人口與經(jīng)濟(jì)社會(huì)資源環(huán)境持續(xù)協(xié)調(diào)發(fā)展的對(duì)策和建議,對(duì)認(rèn)真貫徹《中共中央國(guó)務(wù)院關(guān)于全面加強(qiáng)人口和計(jì)劃生育工作統(tǒng)籌解決人口問(wèn)題的決定》具有重要意義。 本文就從自治區(qū)經(jīng)濟(jì)社會(huì)資源環(huán)境的實(shí)際情況出發(fā),結(jié)合自治區(qū)人口發(fā)展歷程、現(xiàn)狀以及人口發(fā)展的基本特征,力圖從人口與經(jīng)濟(jì)社會(huì)資源環(huán)境的相互協(xié)調(diào)關(guān)系和人口數(shù)量、素質(zhì)、結(jié)構(gòu)分布對(duì)經(jīng)濟(jì)社會(huì)和資源環(huán)境產(chǎn)生的影響等方面進(jìn)行了全面的分析和研究,總結(jié)了經(jīng)濟(jì)社會(huì)發(fā)展進(jìn)程中人口發(fā)展存在的突出問(wèn)題,并對(duì)內(nèi)蒙古未來(lái)人口和經(jīng)濟(jì)社會(huì)資源環(huán)境可持續(xù)發(fā)展提出了一些應(yīng)對(duì)措施和建議。
[Abstract]:With the continuous development of economic construction and society, people are becoming more and more aware of the problem of population development in the process of economic and social development. Population development is a strategic issue related to peace and development in the world today, The population problem has always been an overall, long-term and fundamental issue facing the socialist hierarchy, and a major problem that restricts the overall, coordinated and sustainable development. Population development strategy is the basic strategy of national economic and social development. Therefore, we must grasp the initiative of population development. Making the correct strategic choice. The Inner Mongolia Autonomous region is currently in an important period of accelerating the promotion of new industrialization, sustained, rapid and coordinated economic and social development, and sustainable development. All the major problems in the process of modernization are closely related to the development of population, which determines the special importance of the study of population development. It is of great significance for the CPC Central Committee and the State Council to carry out the decision of the CPC Central Committee and the State Council on strengthening the population and family planning work in an all-round way to solve the population problem as a whole. Based on the actual situation of the economic and social resources and environment of the autonomous region, combined with the course of population development, the present situation and the basic characteristics of the population development, this paper tries hard to coordinate the relationship between the population and the economic and social resources and environment and the number of the population. The influence of quality and structure distribution on economic, social and resource environment has been comprehensively analyzed and studied, and the outstanding problems of population development in the process of economic and social development have been summarized. Some countermeasures and suggestions are put forward for the sustainable development of population, economic and social resources and environment in Inner Mongolia.
