【摘要】：國(guó)家為綜合治理人口問(wèn)題,特別是出生性別比問(wèn)題,制定了一系列計(jì)劃生育利益導(dǎo)向政策,利益導(dǎo)向政策的導(dǎo)向效果如何已成為政府以及眾多學(xué)者關(guān)注的問(wèn)題。因此本研究在綜合國(guó)外家庭經(jīng)濟(jì)學(xué)、家庭政策理論以及國(guó)內(nèi)公共政策理論的基礎(chǔ)上,首次納入計(jì)劃生育利益導(dǎo)向政策作為性別偏好的影響因素,運(yùn)用定量的研究方法,探究計(jì)劃生育利益導(dǎo)向政策對(duì)性別偏好的影響作用及影響效果,并挖掘其中的原因。 為了更準(zhǔn)確的反映人們的性別偏好,本研究改進(jìn)以往性別偏好測(cè)量方法,使之既能測(cè)量性別偏好的方向(男孩偏好、女孩偏好及均衡偏好),也能測(cè)量性別偏好的強(qiáng)度,在此基礎(chǔ)上通過(guò)分析對(duì)利益導(dǎo)向政策了解程度不同的人群的性別偏好的差異,來(lái)反映政策對(duì)性別偏好的影響程度。 研究結(jié)果表明,性別偏好強(qiáng)度受到年齡、受教育程度、戶口在城市(相對(duì)于戶口在農(nóng)村者)、接觸媒體信息(相對(duì)于沒(méi)有接觸媒體信息)以及姐妹數(shù)差異等因素的影響,而不同收入水平、不同性別、流動(dòng)經(jīng)歷(相對(duì)于無(wú)流動(dòng)經(jīng)歷者)以及兄弟數(shù)差異對(duì)人們性別偏好強(qiáng)度的差異并沒(méi)有顯著影響;在控制了其他變量之后,政策了解程度對(duì)男女偏好的強(qiáng)度存在顯著的正的影響作用,對(duì)均衡偏好的強(qiáng)度產(chǎn)生顯著負(fù)的影響作用,說(shuō)明計(jì)劃生育利益導(dǎo)向政策對(duì)性別偏好存在“逆導(dǎo)向”作用,可能由以下四個(gè)原因?qū)е?一是利益導(dǎo)向政策的誘導(dǎo)力度達(dá)不到人們?cè)偕泻⒌男в?二是可能受到“文化墮距”的影響,三是利益導(dǎo)向政策間接承認(rèn)女孩的弱勢(shì)地位,四是利益導(dǎo)向政策與其他普惠政策存在矛盾與沖突;計(jì)劃生育利益導(dǎo)向政策效果不理想是由于計(jì)劃生育利益導(dǎo)向政策系統(tǒng)主客體內(nèi)部、主客體之間以及系統(tǒng)與其他普惠政策、環(huán)境都存在不協(xié)調(diào),利益導(dǎo)向政策系統(tǒng)存在矛盾與沖突嚴(yán)重影響了計(jì)劃生育利益導(dǎo)向政策作用的發(fā)揮。
[Abstract]:The state for comprehensive management of population problem, especially the birth gender ratio problem, formulated a series of interest oriented family planning policy, how to guide the effect of interest oriented policies has become the concern of the government and many scholars. So this research in the integration of the foreign family economics, based on family policy theory and domestic public policy theory, influencing factors for the first time into the interest oriented family planning policy as gender preference, the use of quantitative methods, explore the interest oriented family planning policy influence on sex preference function and effect, and discover the reasons.
In order to more accurately reflect the gender preference of people, this study improved the previous measurements of gender preference, so as to measure the direction of gender preference (preference for boys, girls preference and balanced preference), also can measure the intensity of gender preference, by analyzing the differences of sex preference on interest oriented policy understanding of different people. On this basis, to reflect the impact of policy on gender preference.
The results show that the strength of sex preference by age, education, residence in the city (relative to the account in the countryside), media contact information (relative to the no contact media information) the influence factors and the difference of the number of siblings, and different income levels, different sex, flow experience (relative to the no flow experience) and difference the number of brothers gender difference in the strength of preference of people and no significant effect; after controlling for other variables, there is significant influence the strength of policy understanding of gender preference, preference of balanced strength have significant negative influence, that interest oriented family planning policy on gender preference "inverse oriented" effect may be caused by the following four reasons: one is the induction intensity of interest oriented policy is not up to the people to give birth to boys two utility, is likely to suffer from "culture lag" The influence of the three is interest oriented policy indirectly acknowledged that girl's weak position, four is the existence of contradictions and conflicts of interest oriented policies and other benefit policies; the effect of interest oriented family planning policy is not ideal because of the internal interest oriented family planning policy system of subject and object, subject and object and between the system and other benefit policy environment are not coordinated there are contradictions and conflicts, seriously affecting the interest oriented family planning policy to play the role of interest oriented policy system.
