【摘要】：根據(jù)首都圈人口特點,借鑒國外城市經(jīng)驗,提出人口疏解的突破思路。即:人地統(tǒng)籌,構(gòu)建大區(qū)域人口協(xié)調(diào)機制;產(chǎn)城融合,發(fā)揮產(chǎn)業(yè)鏈"以業(yè)帶人"的作用;職住平衡,提升衛(wèi)星城人口"磁力";人口遷出示范,加快北京城市副中心、雄安新區(qū)建設(shè),帶動高端要素流動;生活成本階梯化,運用經(jīng)濟杠桿,引導(dǎo)人口梯度轉(zhuǎn)移。以此為首都人口問題提供決策參考,進而實現(xiàn)京津冀都市圈人口流動性與區(qū)域承載力的平衡,拓展人口經(jīng)濟密集區(qū)域人口流動問題的研究視野。
[Abstract]:According to the population characteristics of the capital circle and drawing lessons from the experience of foreign cities, the paper puts forward the breakthrough ideas of population relaxation, that is, the coordination mechanism of population in a large area should be constructed as a whole, and the integration of industry and city will bring into play the role of industry chain, and the balance of occupation and housing, the balance of occupation and housing, will be brought into play. To enhance the "magnetic force" of the population of the satellite city; to move out and demonstrate the population; to speed up the construction of Beijing's deputy urban center, the Xiong'an New area, and to drive the flow of high-end elements; to step up the cost of living, and to use economic leverage, To guide the population gradient transfer, to provide a reference for the decision making of the capital population problem, to achieve the balance between population mobility and regional carrying capacity in the Beijing-Tianjin-Hebei metropolitan area, and to expand the research field of population mobility in densely populated areas.
