【摘要】：國家新型城鎮(zhèn)化規(guī)劃提出了要提高人口城鎮(zhèn)化率,這必須要考慮流動(dòng)人口的遷移意愿。長期以來廣州市吸引了大量外來人口就業(yè)、居住,2014年又被列入國家新型城鎮(zhèn)化試點(diǎn)城市。廣州市流動(dòng)人口動(dòng)態(tài)監(jiān)測數(shù)據(jù)表明:社會(huì)資本和人力資本都比較缺乏的流動(dòng)人口一般無長期居留意愿也無戶籍遷移意愿;人力資本和社會(huì)資本都比較高的人既有長期居留意愿也有戶籍遷移意愿;相對于非農(nóng)業(yè)流動(dòng)人口而言,農(nóng)業(yè)戶口流動(dòng)人口更渴望將戶籍遷入城市,但他們并沒有長期居留城市的打算;在廣州社會(huì)參與程度較高的流動(dòng)人口,以及來自省內(nèi)的流動(dòng)人口,他們長期居留城市但不落戶的意愿更強(qiáng)烈。對流動(dòng)人口的遷移不能采取"一刀切"的做法,要根據(jù)流動(dòng)人口的實(shí)際意愿采取不同的引導(dǎo)措施。
[Abstract]:The national new urbanization plan proposed to improve the rate of population urbanization, which must take into account the migration willingness of the floating population. For a long time, Guangzhou has attracted a large number of immigrants to work and live. In 2014, it was listed as the national pilot city of new urbanization. The data of dynamic monitoring of floating population in Guangzhou show that:. The floating population, which is short of both social capital and human capital, generally has no long-term residence intention and no intention to migrate to the household register. The people with higher human capital and social capital have both long-term residence intention and the intention to migrate to the household register. Compared with the non-agricultural floating population, the floating population of agricultural hukou is more eager to move the household registration into the city, but they do not have the intention of staying in the city for a long time. The floating population with a higher level of social participation in Guangzhou, as well as the floating population from the province, have a stronger desire to stay in the city for a long time but do not settle in the city. They cannot adopt a "one-size-fits-all" approach to the migration of the floating population. Different guiding measures should be taken according to the actual wishes of the floating population.
