【摘要】：高校"協(xié)商民主"是多元共同治理的一種重要形式,指各相關(guān)協(xié)商主體通過(guò)公共協(xié)商參與高校各項(xiàng)決策的過(guò)程。目前我國(guó)高校的"協(xié)商民主"仍處于自發(fā)狀態(tài),發(fā)展得不夠充分。高校"協(xié)商民主"的基本特點(diǎn)是"協(xié)商"的主體范圍具有變動(dòng)性,主體選擇具有適切性,協(xié)商方式具有靈活性,作用發(fā)揮具有易中斷性�；谶@些基本認(rèn)識(shí),在高校內(nèi)部"協(xié)商民主"的建設(shè)中,"協(xié)商民主"的主體范圍的確定可遵循"平行和向下兼容原則",主體選擇可遵循"臨近利益相關(guān)者原則",協(xié)商方式可采取"廣譜式協(xié)商",并要加強(qiáng)相關(guān)制度建設(shè)以建立"協(xié)商民主"的長(zhǎng)效機(jī)制。
[Abstract]:"Consultative democracy" is an important form of pluralistic and common governance, which refers to the process of participating in the decision-making of colleges and universities through public consultation. At present, the consultative democracy in colleges and universities in our country is still in a spontaneous state, and the development is not sufficient. The basic characteristic of "negotiation democracy" in colleges and universities is that the subject scope of "negotiation" is variable, the choice of subject is appropriate, the negotiation mode is flexible, and its function is easy to be interrupted. Based on these basic understandings, in the construction of "consultative democracy" within colleges and universities, the determination of the subject scope of "consultative democracy" can follow the principle of "parallel and downward compatibility", and the choice of subject can follow the "principle of adjacent stakeholders". The way of consultation can be "broad-spectrum consultation", and the construction of relevant system should be strengthened to establish the long-term mechanism of "consultative democracy".
