【摘要】：正只有不斷提高人民代表大會(huì)會(huì)議質(zhì)量和實(shí)效,充分發(fā)揮國(guó)家權(quán)力機(jī)關(guān)的作用,人民當(dāng)家作主的權(quán)力才能真正得到保證,人民代表大會(huì)制度的優(yōu)勢(shì)和作用才能不斷彰顯。當(dāng)前,經(jīng)濟(jì)社會(huì)和民主法治建設(shè)進(jìn)入了一個(gè)新的階段,黨的十八大和十八屆三中、四中全會(huì)不僅提出了要完善和發(fā)展中國(guó)特色社會(huì)主義制度,推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化,對(duì)發(fā)展社會(huì)主義民主政治、法治中國(guó)建設(shè)都提出了具體任務(wù)和要求。在這個(gè)時(shí)代背景下,人民代表大會(huì)制度作為我國(guó)民主政治建設(shè)和法治建設(shè)任務(wù)的重要承載者、推動(dòng)者,面臨著歷史性的機(jī)遇和挑戰(zhàn)。在新形勢(shì)下,提高人民代表大會(huì)會(huì)議質(zhì)量和實(shí)效,對(duì)堅(jiān)持和完善人民代表大會(huì)制度,切實(shí)發(fā)揮人民代表
[Abstract]:Only by continuously improving the quality and effectiveness of the people's Congress and giving full play to the role of the state organs of power can the power of the people as masters of their own affairs be truly guaranteed, and the advantages and functions of the system of the people's congresses be constantly displayed. At present, the construction of economic society and democracy and the rule of law has entered a new stage. The 18th CPC National Congress and the third Plenary session of the 18th CPC Central Committee, the fourth Plenary session of the CPC Central Committee, not only proposed to improve and develop the socialist system with Chinese characteristics, To promote the modernization of the national governance system and governance ability has put forward specific tasks and requirements for the development of socialist democratic politics and the construction of China under the rule of law. Against this background, the people's Congress system, as an important bearer and promoter of the construction of democratic politics and the rule of law in China, faces historic opportunities and challenges. In the new situation, we should improve the quality and effectiveness of the people's Congress, uphold and improve the system of the people's congresses, and give full play to the people's congresses.
