【摘要】： “黨內民主是黨的生命”,推進黨內民主建設對于黨的建設來說是至關重要的。新世紀、新階段,國際國內形勢的變化給我們這個擁有十幾億人口的發(fā)展中大國提出了新的挑戰(zhàn)。適應這樣的新形勢,為了更好的帶領中國人民取得中國特色社會主義事業(yè)的勝利,我們的黨更要不斷發(fā)展黨內民主,加強黨的自身建設。而要更好的發(fā)展黨內民主,對能夠推進黨內民主建設的有效途徑進行研究是十分必要的。正是著眼于此,本文對推進黨內民主建設的有效途徑進行了探索性的研究。全文共分四個部分: 第一部分,主要闡述推進黨內民主建設要保障黨員的主體地位。黨員是黨內民主的主體,無論是馬克思主義經典作家還是中共在黨內民主建設的過程中都高度重視黨員主體問題。要通過加強黨員自身的主體意識和素質教育、營造良好的黨內民主氛圍、建立黨內關愛幫扶機制、完善黨章和黨的各項基本制度、借鑒國外政黨的有益經驗、完善黨內民主理論來保障和加強黨員的主體地位。 第二部分,主要闡述通過完善黨內選舉制度來推進黨內民主建設。馬恩、列寧等歷來重視黨內選舉問題,黨內選舉制度的完善程度是衡量黨內民主建設水平的重要標志。要從完善候選人提名制度、建立健全候選人介紹制度、擴大差額選舉的范圍和比例、擴大直接選舉的范圍、在黨內選舉中引進健康、有效的競爭機制、完善選舉投票程序和方式、建立健全與選舉制度相關的配套制度七個方面來完善這一制度。 第三部分,主要闡述完善黨的代表大會制度的途徑。黨的代表大會是實現黨內民主的重要載體,完善黨的代表大會制度對于推進黨內民主建設具有決定性意義。本文從充分發(fā)揮黨代表的作用和進一步擴大黨代會常任制兩方面入手探討了完善黨的代表大會制度的有效途徑。 第四部分,提出要重視民主黨派監(jiān)督和發(fā)揮輿論監(jiān)督的職能。監(jiān)督是對民主的保證,沒有監(jiān)督的民主是無效的民主。民主黨派監(jiān)督和輿論監(jiān)督是兩種有效的黨外監(jiān)督形式。這一部分探討了從解決民主黨派監(jiān)督和輿論監(jiān)督在現實中遭遇的困難入手,充分發(fā)揮民主黨派監(jiān)督和輿論監(jiān)督的重要作用的有效途徑。
[Abstract]:Democracy within the Party is the life of the Party. It is very important to promote the construction of democracy within the Party. In the new century and in the new stage, the changes in the international and domestic situation have posed new challenges to China, a developing country with a population of more than one billion. In order to better lead the Chinese people to win the cause of socialism with Chinese characteristics, our party should constantly develop inner-party democracy and strengthen its own construction. In order to better develop inner-party democracy, it is necessary to study the effective ways to promote inner-party democracy construction. With this in mind, this paper makes an exploratory study on the effective ways to promote the construction of inner-party democracy. The paper is divided into four parts: the first part mainly expounds that the main position of the Party member should be guaranteed in order to promote the democratic construction within the Party. Party members are the main body of inner-party democracy, both Marxist classical writers and the Communist Party of China attach great importance to the subject of party members in the process of the construction of inner-party democracy. Through strengthening the party members' subjective consciousness and quality education, creating a good atmosphere of inner-party democracy, establishing the mechanism of inner-party care and support, perfecting the party constitution and various basic systems of the party, and drawing on the beneficial experience of foreign political parties, Improve the theory of inner-party democracy to protect and strengthen the main position of party members. The second part mainly expounds how to improve the system of inner-party election to promote the construction of inner-party democracy. Ma en and Lenin have always attached importance to the issue of inner-party election. The perfection of inner-party election system is an important symbol to measure the level of inner-party democratic construction. It is necessary to improve the nomination system for candidates, establish and improve the system of introducing candidates, expand the scope and proportion of differential elections, expand the scope of direct elections, and introduce a healthy and effective competition mechanism in inner-party elections. Improve the voting procedures and methods, establish and improve the electoral system related to seven aspects to improve the system. The third part, mainly elaborates the way to perfect the Party's Congress system. The Party Congress is an important carrier to realize inner-party democracy. It is of decisive significance to improve the Party's Congress system for promoting the construction of inner-party democracy. This paper discusses the effective ways to perfect the Party's Congress system from two aspects: giving full play to the role of the Party representatives and further expanding the permanent system of the Party Congress. The fourth part puts forward that we should attach importance to the supervision of democratic parties and give play to the function of supervision by public opinion. Supervision is the guarantee of democracy, and democracy without supervision is ineffective democracy. Democratic party supervision and public opinion supervision are two effective forms of non-party supervision. This part discusses the effective way to give full play to the important role of democratic party supervision and public opinion supervision from solving the difficulties encountered by democratic party supervision and public opinion supervision in reality.
