【摘要】：正作為一種科學(xué)和民主的決策參與機(jī)制,基層協(xié)商民主被越來(lái)越多的地方政府引入治理實(shí)踐當(dāng)中,成為社會(huì)主義協(xié)商民主實(shí)踐的基礎(chǔ)和重點(diǎn)。自2015年《關(guān)于加強(qiáng)社會(huì)主義協(xié)商民主建設(shè)的意見(jiàn)》以及《關(guān)于加強(qiáng)城鄉(xiāng)社區(qū)協(xié)商的意見(jiàn)》頒布以后,基層協(xié)商民主進(jìn)入全國(guó)性推進(jìn)與應(yīng)用的"操作階段"。然而,這兩份《意見(jiàn)》給出的是關(guān)于協(xié)商民主的原則性要求,至于可以落地操作的程
[Abstract]:As a scientific and democratic decision-making participation mechanism, grass-roots consultative democracy has been introduced into governance practice by more and more local governments, and has become the basis and focus of socialist consultative democracy practice. Since the promulgation of "opinions on strengthening the Construction of Socialist Consultative Democracy" and "opinions on strengthening consultation between Urban and Rural Communities" in 2015, grass-roots consultative democracy has entered the "operational stage" of national promotion and application.
