【摘要】：依法治市作為實(shí)施依法治國方略的基礎(chǔ),至為重要。濟(jì)南市自1989年開展依法治市以來,在市委、市人大、市政府的正確領(lǐng)導(dǎo)和上級指導(dǎo)下,以普法為基礎(chǔ),積極營造全民學(xué)法用法守法的濃厚社會氛圍;深化基層依法治理,推進(jìn)基層民主法制建設(shè);推進(jìn)依法行政,做到有法必依、執(zhí)法必嚴(yán);加強(qiáng)地方立法工作,做到有法可依、有章可循。從依法治市的歷史中借鑒經(jīng)驗(yàn):黨委高度重視是依法治市的重要保證,積極發(fā)揮好人大立法和執(zhí)法監(jiān)督作用是依法治市的前提和關(guān)鍵,公民法律素質(zhì)的普遍提升是依法治市的基礎(chǔ),依法治理全方位推行和典型引路相結(jié)合是推進(jìn)依法治市的重要路徑。
[Abstract]:As the basis of implementing the strategy of governing the country according to law, it is very important to govern the city according to law. Since Jinan began to administer the city according to law in 1989, under the correct leadership of the municipal party committee, the municipal people's Congress and the municipal government and under the guidance of its superiors, it has actively created a strong social atmosphere for the people to learn how to use the law and abide by the law on the basis of popularizing the law; and has deepened the grass-roots administration according to law. We will advance the construction of democracy and the legal system at the grass-roots level; promote administration according to law; ensure that laws must be followed and strictly enforced; and strengthen local legislative work so that there are laws to follow and rules to follow. Drawing lessons from the history of administering a city by law, the party committee attaches great importance to the importance of governing the city by law, and actively exerting the legislative and law enforcement supervision role of the people's Congress is the prerequisite and key to governing the city according to law. The general improvement of citizens' legal quality is the basis of governing the city according to law, and the combination of comprehensive implementation of the law and typical guidance is an important way to promote the administration of the city according to law.
