【摘要】：基于互聯(lián)網(wǎng)平臺(tái)發(fā)展起來(lái)的網(wǎng)絡(luò)協(xié)商民主,擺脫了傳統(tǒng)協(xié)商民主所受時(shí)間和空間的限制,不斷成長(zhǎng)為一種受到人們廣泛認(rèn)同的協(xié)商民主形式。隨著互聯(lián)網(wǎng)普及率的不斷提升和網(wǎng)絡(luò)社會(huì)的迅速崛起,網(wǎng)絡(luò)協(xié)商民主正如火如荼地發(fā)展起來(lái),越來(lái)越多的協(xié)商民主實(shí)踐開(kāi)始出現(xiàn)在網(wǎng)絡(luò)公共領(lǐng)域。盡管網(wǎng)絡(luò)協(xié)商民主發(fā)展前景一片光明,但其運(yùn)行過(guò)程中也面臨著數(shù)字化鴻溝與協(xié)商資源占有不均等、網(wǎng)絡(luò)參與無(wú)序化與協(xié)商規(guī)范化程度低、群體極化現(xiàn)象與協(xié)商共識(shí)達(dá)成難等障礙因素。要促進(jìn)網(wǎng)絡(luò)協(xié)商民主的良性發(fā)展,就需要不斷提升網(wǎng)絡(luò)協(xié)商主體理性和能力,跨越網(wǎng)絡(luò)協(xié)商的數(shù)字化鴻溝,規(guī)范網(wǎng)絡(luò)協(xié)商程序,強(qiáng)化網(wǎng)絡(luò)協(xié)商監(jiān)督。
[Abstract]:Based on the development of Internet platform, the network negotiation democracy, which gets rid of the limitation of time and space of traditional negotiation democracy, has grown into a widely accepted form of deliberative democracy. With the increasing popularity of the Internet and the rapid rise of the network society, the democracy of network negotiation is developing in full swing, and more democratic practices of negotiation begin to appear in the public domain of the network. Although there is a bright prospect for the development of network negotiation democracy, it also faces the digital divide and unequal share of negotiation resources during its operation, and the degree of disorderly network participation and standardization of negotiation is low. The phenomenon of group polarization and the obstacle factors such as the difficulty of reaching consensus through negotiation and so on. In order to promote the benign development of network negotiation democracy, it is necessary to continuously improve the rationality and ability of network negotiation subject, bridge the digital gap of network negotiation, standardize the procedure of network negotiation, and strengthen the supervision of network negotiation.
