基于協(xié)商民主理論的政策議程設(shè)置研究

【摘要】:在公共政策分析的階段論中,公共政策問(wèn)題構(gòu)建作為政策過(guò)程的邏輯起點(diǎn),決定了政府未來(lái)的政策目標(biāo)以及政策目標(biāo)的公共性、民主性和科學(xué)性。但是,在政策問(wèn)題構(gòu)建中仍然存在著政策的“黑匣子”或者說(shuō)是政策問(wèn)題的“漏斗”,即政策議程。政策議程是連接政策問(wèn)題構(gòu)建和政策制定兩大過(guò)程的關(guān)鍵環(huán)節(jié),雖然在龐大的政策分析全過(guò)程中略顯“嬌小”,而且容易被學(xué)術(shù)界忽視,但卻起著舉足輕重的作用。目前,在我國(guó)乃至世界的憲政民主建設(shè)進(jìn)程中,協(xié)商民主理論提供了一種新的思路,我國(guó)學(xué)術(shù)界近十幾年對(duì)協(xié)商民主本身及其在各個(gè)領(lǐng)域的研究成果頗豐。在公共政策領(lǐng)域,作為政策過(guò)程中的重要環(huán)節(jié),政策議程建構(gòu)機(jī)制與協(xié)商民主的價(jià)值理念和制度設(shè)計(jì)恰好具有高度的契合性。同時(shí),西方協(xié)商民主理論在我國(guó)本土化進(jìn)程的加快、研究角度的多元化趨勢(shì)和民主協(xié)商實(shí)踐活動(dòng)的蓬勃發(fā)展,為我國(guó)公共決策方式的轉(zhuǎn)變和政策議程設(shè)置模式的重構(gòu)提供了契機(jī),因此,本文選擇以協(xié)商民主理論為政策議程設(shè)置研究的理論基礎(chǔ)。文章在對(duì)協(xié)商民主理論進(jìn)行系統(tǒng)梳理之后,深入分析了我國(guó)政策議程設(shè)置的特點(diǎn)及存在問(wèn)題,進(jìn)而闡述了協(xié)商民主與政策議程設(shè)置在價(jià)值層面和制度層面高度的契合性,最后基于協(xié)商民主理論提出了優(yōu)化我國(guó)政策議程設(shè)置的對(duì)策和建議。
[Abstract]:In the stage theory of public policy analysis, the construction of public policy as the logical starting point of the policy process determines the government's future policy objectives and the public, democratic and scientific nature of the policy objectives. However, there are still "black boxes" or "funnels" of policy issues in the construction of policy issues, that is, policy agenda. Policy agenda is the key link between policy construction and policy making. Although it is a little "petite" in the whole process of policy analysis, it is easy to be ignored by academic circles, but it plays an important role. At present, in the process of constitutional democracy construction in China and the world, the theory of deliberative democracy has provided a new way of thinking. In recent ten years, the academic circles of our country have made a lot of research achievements on the deliberative democracy itself and its various fields. In the field of public policy, as an important link in the process of policy, the construction mechanism of policy agenda and the value concept and system design of deliberative democracy have a high degree of agreement. At the same time, with the acceleration of the process of localization in our country, the pluralistic trend of the research angle and the vigorous development of the democratic consultation practice, It provides an opportunity for the transformation of the mode of public decision-making and the reconstruction of the mode of setting the policy agenda. Therefore, this paper chooses the theory of deliberative democracy as the theoretical basis for the study of policy agenda setting. After systematically combing the theory of deliberative democracy, this paper deeply analyzes the characteristics and existing problems of the policy agenda setting in China, and then expounds the high consistency between the negotiation democracy and the policy agenda setting at the value level and the system level. Finally, based on the theory of deliberative democracy, the countermeasures and suggestions for optimizing China's policy agenda setting are put forward.
