基于協(xié)商民主理論的政策議程設(shè)置研究
[Abstract]:In the stage theory of public policy analysis, the construction of public policy as the logical starting point of the policy process determines the government's future policy objectives and the public, democratic and scientific nature of the policy objectives. However, there are still "black boxes" or "funnels" of policy issues in the construction of policy issues, that is, policy agenda. Policy agenda is the key link between policy construction and policy making. Although it is a little "petite" in the whole process of policy analysis, it is easy to be ignored by academic circles, but it plays an important role. At present, in the process of constitutional democracy construction in China and the world, the theory of deliberative democracy has provided a new way of thinking. In recent ten years, the academic circles of our country have made a lot of research achievements on the deliberative democracy itself and its various fields. In the field of public policy, as an important link in the process of policy, the construction mechanism of policy agenda and the value concept and system design of deliberative democracy have a high degree of agreement. At the same time, with the acceleration of the process of localization in our country, the pluralistic trend of the research angle and the vigorous development of the democratic consultation practice, It provides an opportunity for the transformation of the mode of public decision-making and the reconstruction of the mode of setting the policy agenda. Therefore, this paper chooses the theory of deliberative democracy as the theoretical basis for the study of policy agenda setting. After systematically combing the theory of deliberative democracy, this paper deeply analyzes the characteristics and existing problems of the policy agenda setting in China, and then expounds the high consistency between the negotiation democracy and the policy agenda setting at the value level and the system level. Finally, based on the theory of deliberative democracy, the countermeasures and suggestions for optimizing China's policy agenda setting are put forward.
