【摘要】：現(xiàn)代社會(huì)的民主政治發(fā)展離不開公民的政治參與，前者是以后者為基礎(chǔ)的，，前者的健康發(fā)展客觀上要求擴(kuò)大公民的有序政治參與。20世紀(jì)90年代以來(lái)，隨著網(wǎng)絡(luò)的發(fā)展，人類社會(huì)進(jìn)入網(wǎng)絡(luò)信息化時(shí)代。政治走進(jìn)網(wǎng)絡(luò)社區(qū)，孕育了網(wǎng)絡(luò)政治參與，它使政治參與的空間、環(huán)境、主體和參與形式都迥然不同，但它仍延續(xù)著傳統(tǒng)政治參與的發(fā)展方向：趨向制度化、法律化、程序化。網(wǎng)絡(luò)發(fā)展促進(jìn)了我國(guó)網(wǎng)絡(luò)政治參與的快速發(fā)展，使其推進(jìn)了我國(guó)民主政治的建設(shè)發(fā)展；然而與他國(guó)相比，我國(guó)網(wǎng)絡(luò)政治參與發(fā)展還處于探索階段，當(dāng)前實(shí)踐中存在的問(wèn)題嚴(yán)重阻礙著網(wǎng)絡(luò)民主的廣泛實(shí)現(xiàn)。因此在這種形勢(shì)下應(yīng)積極探索如何擴(kuò)大我國(guó)公民廣泛而有序的網(wǎng)絡(luò)政治參與。 目前國(guó)內(nèi)學(xué)者對(duì)我國(guó)公民網(wǎng)絡(luò)政治參與的發(fā)展做了一些研究并取得一定的研究成果。但主要是研究網(wǎng)絡(luò)發(fā)展對(duì)公民網(wǎng)絡(luò)政治參與產(chǎn)生的影響及我國(guó)網(wǎng)絡(luò)政治參與的發(fā)展對(duì)民主政治建設(shè)的影響。該論文的創(chuàng)新之處在于該文研究是基于創(chuàng)新性的對(duì)比分析傳統(tǒng)政治參與和網(wǎng)絡(luò)政治參與，理清二者的發(fā)展關(guān)系，引導(dǎo)該文的探究方向；還在于創(chuàng)新性的從優(yōu)化電子政府、參與主體、參與環(huán)境三大視角提出了擴(kuò)大公民廣泛而有序的網(wǎng)絡(luò)政治參與的建設(shè)路徑。 擴(kuò)大公民的有序網(wǎng)絡(luò)政治參與是保障我國(guó)政治穩(wěn)定、網(wǎng)絡(luò)社會(huì)健康和促進(jìn)民主政治、政治文明發(fā)展的必然結(jié)果。該論文基于馬克思主義政治參與的思想，結(jié)合我國(guó)具體實(shí)踐研究我國(guó)網(wǎng)絡(luò)政治參與的發(fā)展，現(xiàn)階段我國(guó)網(wǎng)絡(luò)政治參與發(fā)展喜憂參半：喜在于積極推進(jìn)了民主政治的發(fā)展，憂在于現(xiàn)階段我國(guó)網(wǎng)絡(luò)政治參與仍存在一些問(wèn)題。問(wèn)題主要表現(xiàn)為以下幾方面：參與主體地域、參與能力不平衡，參與行為存在非理性、“群體極化”、非法性等問(wèn)題。這些問(wèn)題的存在主要是由我國(guó)互聯(lián)網(wǎng)發(fā)展不平衡、網(wǎng)絡(luò)監(jiān)督體系不健全、參與主體素質(zhì)不高所造成的。針對(duì)問(wèn)題及原因論文創(chuàng)新性的從政府、參與主體、客觀環(huán)境三個(gè)角度提出了建設(shè)路徑：加快各級(jí)電子政府的發(fā)展，強(qiáng)化政府與參與主體的良性互動(dòng)；更新參與理念，提升公民的網(wǎng)絡(luò)政治參與能力；加強(qiáng)網(wǎng)絡(luò)基礎(chǔ)設(shè)施建設(shè)，優(yōu)化公民網(wǎng)絡(luò)政治參與的物質(zhì)、法制、文化環(huán)境。
[Abstract]:The development of democratic politics in modern society can not be separated from citizen's political participation, the former is based on the latter, and the healthy development of the former objectively requires the expansion of orderly political participation of citizens since the 1990s, with the development of the network. The human society enters the network information age. Politics enters the network community, gestates the network political participation, it makes the political participation space, the environment, the main body and the participation form are all very different, but it still continues the traditional political participation development direction: tends to institutionalize, legalize, and program. The network development has promoted the rapid development of our country's network political participation, which has promoted the construction and development of our country's democratic politics. However, compared with other countries, the development of our country's network political participation is still in the exploratory stage. The problems existing in the current practice seriously hinder the wide realization of network democracy. Therefore, we should actively explore how to expand our citizens' extensive and orderly network political participation. At present, domestic scholars have done some research on the development of civil network political participation in China and obtained some research results. But it mainly studies the influence of the network development on the citizen's network political participation and the influence of our country's network political participation development on the democratic politics construction. The innovation of this paper is that the research is based on innovative comparative analysis of traditional political participation and network political participation, to clarify the development of the relationship between the two, to guide the research direction of the article, but also to innovative from the optimization of e-government. This paper puts forward the construction path of expanding citizens' extensive and orderly network political participation from the three angles of participating subject and participating environment. Expanding citizens' orderly network political participation is the inevitable result of ensuring our country's political stability, network society's health and promoting democratic politics and political civilization development. This paper is based on the thought of Marxist political participation and studies the development of our country's network political participation in combination with the concrete practice of our country. At present, the development of our country's network political participation is mixed: the joy lies in actively promoting the development of democratic politics. The worry is that there are still some problems in China's network political participation at this stage. The main problems are as follows: the region of the participants, the imbalance of the ability to participate, the irrational behavior of participation, the "group polarization", the illegality and so on. These problems are mainly caused by the unbalanced development of the Internet, the imperfect network supervision system and the low quality of the participants. Aiming at the problems and reasons, the paper puts forward the construction path from three angles of government, participating subject and objective environment: speeding up the development of e-government at all levels, strengthening the benign interaction between government and participating subject, renewing the concept of participation. Enhance citizens' ability to participate in network politics, strengthen the construction of network infrastructure, optimize the material, legal and cultural environment of citizens' network political participation.
