【摘要】：自治區(qū)第十一次黨代會(huì)以來,在以習(xí)近平同志為核心的黨中央的堅(jiān)強(qiáng)領(lǐng)導(dǎo)下,全面落實(shí)黨的十八大和十八屆歷次中央全會(huì)精神。五年來,我們奮力改革創(chuàng)新,砥礪奮進(jìn),勝利完成了第十二個(gè)國民經(jīng)濟(jì)和社會(huì)發(fā)展規(guī)劃,在"三去一降一補(bǔ)"政策的推動(dòng)下,實(shí)現(xiàn)了"十三五"的良好開局,各條戰(zhàn)線都取得新的重大成就,城鄉(xiāng)就業(yè)逐年增加,家庭財(cái)產(chǎn)穩(wěn)定增加,衣食住行條件明顯改善,人民生活水平顯著提高。民主法制建設(shè)邁出新步伐,社會(huì)建設(shè)取得新進(jìn)步。拙文回顧了自治區(qū)第十一次黨代會(huì)以來地方立法所取得的成就,但是,我區(qū)當(dāng)前地方立法與黨的要求及人民的期望,還有很大差距:地方性法規(guī)體現(xiàn)地方特點(diǎn)、民族特色不足;民族立法權(quán)未能充分發(fā)揮;立法精細(xì)化不足。這些都需要在今后的立法中予以改善和加強(qiáng)。地方立法,一要繼續(xù)加強(qiáng)黨的領(lǐng)導(dǎo)這一社會(huì)主義立法的根本經(jīng)驗(yàn);二要加強(qiáng)和完善民主立法;三要加強(qiáng)和完善科學(xué)立法;四要加強(qiáng)民族立法;五要加強(qiáng)和完善設(shè)區(qū)市的立法工作建設(shè)。
[Abstract]:Since the 11th Party Congress of the Autonomous region, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core, the spirit of the 18th CPC Congress and the successive plenary sessions of the 18th CPC Central Committee has been fully implemented. Over the past five years, we have worked hard to reform and innovate, to forge ahead, to successfully complete the 12th national economic and social development plan, and to achieve a good start to the 13th Five-Year Plan under the policy of "three go, one reduction and one Supplement." New major achievements have been made on all fronts. Employment in urban and rural areas has increased year by year, family property has steadily increased, conditions of clothing, food, housing and transportation have improved markedly, and the living standards of the people have improved significantly. New steps have been made in building democracy and the legal system, and new progress has been made in social construction. This article reviews the achievements of the local legislation since the 11th Party Congress of the Autonomous region. However, there is still a big gap between the current local legislation and the requirements of the Party and the expectations of the people: the local laws and regulations reflect the local characteristics, and the national characteristics are insufficient; The national legislative power has not been brought into full play; the legislative refinement is insufficient. These need to be improved and strengthened in future legislation. Local legislation should, first, continue to strengthen the Party's leadership as the fundamental experience of socialist legislation; second, strengthen and perfect democratic legislation; third, strengthen and perfect scientific legislation; fourth, strengthen national legislation; Fifth, we must strengthen and improve the legislative work of district cities.
