【摘要】：本文通過對中國共產(chǎn)黨統(tǒng)一戰(zhàn)線政策和中國政黨制度的介紹,闡述民主黨派的作用和加強民主黨派自身建設(shè)的必要性和迫切性,并進一步分析民主黨派機關(guān)建設(shè)的重要性和意義。通過對橫向調(diào)研和縱向調(diào)研的結(jié)果進行分析,揭示民主黨派機關(guān)存在的主要問題和弊端,以及不能通過調(diào)研結(jié)果來顯示出來的其他問題。在公共行政管理視角下來分析民主黨派機關(guān)存在問題產(chǎn)生的深層次原因和具體原因,尋找解決問題的思路和方法,并進一步描繪解決問題后的民主黨派機關(guān)自身建設(shè)所應(yīng)具有的一些普遍特點。 隨著中國公務(wù)員法的實施,民主黨派機關(guān)正式列入公務(wù)員法的實施范圍,民主黨派機關(guān)自身建設(shè)的所有內(nèi)容都必須符合公務(wù)員法及其配套法規(guī)的有關(guān)規(guī)定,完全可以應(yīng)用有關(guān)的公共行政管理理論來進行分析研究。民主黨派機關(guān)自身建設(shè)包括領(lǐng)導班子建設(shè)、制度建設(shè)、干部培養(yǎng)體制、組織建設(shè)、思想建設(shè)等各個方面,本文重點討論民主黨派機關(guān)中的領(lǐng)導班子建設(shè)和干部培養(yǎng)體制,并著重應(yīng)用了領(lǐng)導學原理和公共部門人力資源管理的有關(guān)理論,以及中國公務(wù)員法及其配套法規(guī)的有關(guān)規(guī)定來分析研究民主黨派的機關(guān)自身建設(shè)。
[Abstract]:Through the introduction of the United front policy of the Communist Party of China and the political party system of China, this paper expounds the role of the democratic parties and the necessity and urgency of strengthening the construction of the democratic parties themselves. And further analysis of the importance and significance of the construction of democratic party organs. By analyzing the results of horizontal and vertical investigation, the paper reveals the main problems and disadvantages of democratic party organs, and other problems that can not be shown by the results of investigation. From the perspective of public administration, this paper analyzes the deep-seated causes and specific causes of the problems existing in the organs of democratic parties, and looks for ideas and methods to solve the problems. Furthermore, it describes some general characteristics of the democratic party's self-construction after solving the problem. With the implementation of the Civil servant Law in China, the organs of the democratic parties are formally included in the scope of the implementation of the Civil servants Law. All the contents of the construction of the organs of the democratic parties must conform to the relevant provisions of the Civil servants Law and its supporting regulations. It is possible to apply the theory of public administration to the analysis and research. The self-building of organs of democratic parties includes the construction of leading bodies, the construction of systems, the system of cadre training, the construction of organizations, the construction of ideology, and so on. This paper focuses on the construction of leading groups and the system of cadre training in democratic party organs. The principles of leadership and the theory of human resource management in the public sector, as well as the relevant provisions of China's Civil Service Law and its supporting regulations, are emphatically applied to analyze and study the self-construction of the organs of the democratic parties.
