【摘要】：近些年來,“治理”這一新興的政治概念,在國內(nèi)理論界逐漸流行開來,并引起一些政治實務者的關注與重視。不同于傳統(tǒng)的“統(tǒng)治”和“管理”等概念,“治理”強調(diào)政府部門、社會組織和公民個人等多種主體之間的合作與互動。在治理的視角下,政府與非政府組織之間應當是一種平等協(xié)商、相輔相成的關系。 中國臺灣地區(qū)自民主轉(zhuǎn)型以來,各種類型的非政府組織急遽成長并在公共治理中發(fā)揮著日益重要的作用,政府與非政府組織在多個領域開展合作與互動。本論文以治理理論的視角為出發(fā)點,試圖對臺灣地區(qū)非政府組織的發(fā)展及其與政府的關系進行梳理和研究,總結(jié)其關系建構(gòu)中的問題及啟示,從而為中國大陸正在推動進行的國家治理能力提升提供一定的參考。 本文首先對非政府組織和政府互動關系的相關理論進行回顧和梳理,對治理視角下非政府組織與政府的合作伙伴關系模式進行總結(jié)和分析。然后,在對臺灣地區(qū)非政府組織的基本發(fā)展情況進行簡要介紹的基礎上,分析臺灣地區(qū)非政府組織與政府在威權(quán)統(tǒng)治時期、政治轉(zhuǎn)型時期和民主鞏固時期等不同歷史階段的關系演變。接下來,在對相關案例進行綜合分析的基礎上,分析臺灣地區(qū)非政府組織與政府在法制規(guī)范、資源獲取、公共政策和公共服務等不同領域的現(xiàn)實互動關系,同時對兩者互動關系建構(gòu)中的一些問題進行探討。最后,在前面研究的基礎上,總結(jié)臺灣地區(qū)非政府組織與政府互動關系的基本態(tài)勢,分析兩者關系的現(xiàn)實狀態(tài)與治理視角下的理想狀態(tài)之間存在的差距及發(fā)展的空間。 通過研究,本文發(fā)現(xiàn)臺灣地區(qū)非政府組織與政府之間互動關系的現(xiàn)實狀態(tài)和治理視角下的理想狀態(tài)仍然存在著一定的差距。臺灣地區(qū)非政府組織與政府互動領域廣泛,關系模式日趨多元化。但是,兩者關系受政治因素的影響較深,一些非政府組織與政府的關系常常隨執(zhí)政黨的更替而有較大的調(diào)整和變化。因此,臺灣地區(qū)非政府組織與政府的互動關系仍然有進一步發(fā)展和完善的空間,需要政府和非政府組織雙方從多個方面加強建設。
[Abstract]:In recent years, "governance", a new political concept, has gradually become popular in the domestic theoretical circle, and has attracted the attention and attention of some political practitioners. Unlike the traditional concepts of "rule" and "management", "governance" emphasizes the cooperation and interaction among various subjects, such as government departments, social organizations and individual citizens. From the perspective of governance, the relationship between government and NGOs should be equal and complementary. Since the transition of democracy in Taiwan, various types of non-governmental organizations have grown rapidly and played an increasingly important role in public governance. The government and non-governmental organizations have cooperated and interacted in many fields. From the perspective of governance theory, this paper attempts to sort out and study the development of non-governmental organizations in Taiwan and their relationship with the government, and summarize the problems and implications of their relationship construction. In order to promote the mainland of China to promote the national governance capacity to provide a certain reference. This paper firstly reviews and combs the relevant theories of the interaction between NGOs and governments, and summarizes and analyzes the mode of partnership between NGOs and governments from the perspective of governance. Then, on the basis of a brief introduction of the basic development of non-governmental organizations in Taiwan, this paper analyzes the period of authoritarian rule between non-governmental organizations and the government in Taiwan. The relationship evolves in different historical stages such as the period of political transition and the period of democratic consolidation. Next, on the basis of comprehensive analysis of relevant cases, this paper analyzes the practical interaction between NGOs and the government in different fields, such as legal system, resource acquisition, public policy and public service, etc. At the same time, some problems in the construction of the interactive relationship between the two are discussed. Finally, on the basis of the previous research, this paper summarizes the basic situation of the interaction between non-governmental organizations and the government in Taiwan, and analyzes the gap and the space for development between the realistic state of the two relations and the ideal state under the perspective of governance. Through the research, this paper finds that there is still a certain gap between the actual state of interaction between non-governmental organizations and the government in Taiwan and the ideal state in the perspective of governance. There are a wide range of fields of interaction between NGOs and the government in Taiwan, and the relationship model is becoming more and more diversified. However, the relationship between the two is deeply influenced by political factors, and the relationship between some non-governmental organizations and the government is often adjusted and changed with the change of the ruling party. Therefore, there is still room for further development and improvement of the interaction between non-governmental organizations and the government in Taiwan, which requires both the government and non-governmental organizations to strengthen construction from many aspects.
