【摘要】：民間組織的發(fā)展與中國(guó)民主政治的建設(shè)已成為中國(guó)政治民主化與社會(huì)轉(zhuǎn)型必須深入研究的課題。我國(guó)堅(jiān)定不移發(fā)展社會(huì)主義民主政治,深化政治體制改革,擴(kuò)大社會(huì)主義民主,發(fā)展社會(huì)主義政治文明過程中必須充分發(fā)揮民間組織的積極作用。本文正是在深入研究民間組織對(duì)于中國(guó)民主政治建設(shè)重要功能的基礎(chǔ)上,分析當(dāng)前中國(guó)社會(huì)阻礙民間組織發(fā)展的諸多因素。以求探尋民間組織內(nèi)外部環(huán)境的改善途徑,推進(jìn)中國(guó)民主政治的進(jìn)程。 本文以馬克思主義基本理論為基礎(chǔ),運(yùn)用經(jīng)濟(jì)學(xué)、管理學(xué)、政治學(xué)、社會(huì)學(xué)等相關(guān)理論,嘗試從民間組織視角就中國(guó)民主政治問題進(jìn)行研究。認(rèn)為民間組織對(duì)于中國(guó)民主政治具有深刻的理論和實(shí)踐意義,社會(huì)主義民主政治的發(fā)展離不開民間組織的健康發(fā)展。 民間組織的產(chǎn)生和發(fā)展基于政府/市場(chǎng)失靈(指政府或市場(chǎng)提供公共物品時(shí),由于各種原因?qū)е沦Y源配置無(wú)效或低效的現(xiàn)象)和合約失靈而產(chǎn)生的。馬克思的公民社會(huì)理論也對(duì)此類社會(huì)組織的產(chǎn)生和發(fā)展進(jìn)行了深入的探索研究。在我國(guó),民間組織的發(fā)展可以有效地構(gòu)建中國(guó)的公民社會(huì)、構(gòu)建多元利益表達(dá)渠道,推進(jìn)中國(guó)民主政治的進(jìn)程。然而,由于民間組織存在法制體系不健全、外部管理體制不完善、組織宗旨缺失、組織資源缺失、制度規(guī)范缺失等諸多問題,阻礙了民間組織的發(fā)展及功能的發(fā)揮。因此我們應(yīng)加快政府職能轉(zhuǎn)變、堅(jiān)持依法治國(guó)、堅(jiān)持科學(xué)發(fā)展觀,為民間組織提供良好的政策法律環(huán)境,拓寬改善民間組織的內(nèi)外部發(fā)展空間。
[Abstract]:The development of non-governmental organizations and the construction of Chinese democratic politics have become a subject that must be deeply studied in China's political democratization and social transformation. In the process of developing socialist democratic politics, deepening the reform of political system, expanding socialist democracy and developing socialist political civilization, China must give full play to the positive role of civil organizations. Based on the in-depth study of the important functions of civil organizations in the construction of democratic politics in China, this paper analyzes the factors that hinder the development of civil society in China. In order to explore the internal and external environment of non-governmental organizations to improve the way to promote the process of democratic politics in China. Based on the basic theory of Marxism and using the theories of economics, management, politics and sociology, this paper tries to study the issue of Chinese democratic politics from the angle of civil organization. It is believed that civil organizations have profound theoretical and practical significance for China's democratic politics and that the development of socialist democratic politics cannot be separated from the healthy development of non-governmental organizations. The emergence and development of civil organizations are based on the failure of government / market (that is, when the government or the market provides public goods, which results in ineffective or inefficient allocation of resources for various reasons) and the failure of contracts. Marx's theory of civil society has also carried on the thorough exploration and the research to this kind of social organization's birth and the development. In our country, the development of civil organizations can effectively construct China's civil society, construct multiple channels of interest expression, and promote the process of Chinese democratic politics. However, there are many problems such as imperfect legal system, imperfect external management system, lack of organizational purpose, lack of organizational resources, lack of institutional norms and so on, which hinder the development and function of non-governmental organizations. Therefore, we should speed up the transformation of government functions, adhere to the rule of law, adhere to the concept of scientific development, provide a good policy and legal environment for non-governmental organizations, and broaden the space for improving the internal and external development of non-governmental organizations.
