【摘要】：基層協(xié)商民主推進(jìn)國(guó)家治理現(xiàn)代化具有吸收基層社會(huì)治理主體、豐富基層社會(huì)治理形式、拓寬基層社會(huì)治理空間和提升基層社會(huì)治理效能的政治價(jià)值。然而,相對(duì)于高度發(fā)達(dá)的政黨協(xié)商與政協(xié)協(xié)商在國(guó)家治理中所展現(xiàn)的強(qiáng)大治理效能,基層協(xié)商民主存在著協(xié)商主體參與意識(shí)薄弱、協(xié)商能力參差不齊、治理形式單一等問(wèn)題,加之受到中國(guó)封建傳統(tǒng)文化的影響,進(jìn)一步限制了其在基層社會(huì)中的發(fā)展活力。為此,必須通過(guò)培育基層群眾協(xié)商治理參與精神、加強(qiáng)基層協(xié)商組織載體建設(shè)、強(qiáng)化基層協(xié)商治理技術(shù)支撐以及完善基層協(xié)商治理電子網(wǎng)絡(luò)機(jī)制等路徑加大對(duì)基層社會(huì)協(xié)商治理建設(shè)的力度,使之滿足國(guó)家治理現(xiàn)代化的需要。
[Abstract]:To promote the modernization of national governance through grass-roots consultation and democracy has the political value of absorbing the main body of social governance at the grass-roots level, enriching the forms of social governance at the grass-roots level, broadening the space of social governance at the grass-roots level and enhancing the effectiveness of the governance at the grass-roots level. However, compared with the highly developed political party consultation and the CPPCC consultation in the governance of the country, there are some problems in grass-roots consultative democracy, such as weak consciousness of participation of the subject of consultation, uneven ability of consultation, single form of governance, and so on. In addition, the influence of Chinese feudal traditional culture further restricted its vitality in the grass-roots society. To this end, we must foster the spirit of participation in consultation and governance among the grassroots and strengthen the carrier construction of grass-roots consultative organizations. Strengthen the technical support of grass-roots consultative governance and improve the electronic network mechanism of grass-roots consultative governance to strengthen the construction of grass-roots social consultative governance to meet the needs of the modernization of national governance.
