【摘要】："三定"方案,在權(quán)力清單制度建立過程中,與法律法規(guī)一道被視為檔案行政權(quán)力的依據(jù)。依據(jù)"三定"方案制定檔案行政權(quán)力清單的緣由是我國行政組織法律體系的不完備。充實、修改、完善現(xiàn)有行政組織法律法規(guī),將"推進(jìn)機(jī)構(gòu)、職能、權(quán)限、程序、責(zé)任法定化"是建設(shè)法制政府的必然趨勢。
[Abstract]:In the process of establishing the power list system, the "three definite" scheme, together with laws and regulations, is regarded as the basis of the administrative power of archives. The reason for making the list of administrative powers of archives according to the "three definite" scheme is that the legal system of administrative organizations in our country is incomplete. To enrich, modify and perfect the existing laws and regulations of administrative organizations and to "promote the legal system, function, authority, procedure and responsibility" is an inevitable trend in the construction of a legal government.
