【摘要】：民主是人類社會(huì)文明進(jìn)步的一個(gè)重要標(biāo)志,也是人類政治追求的永恒主題。偉大的中國(guó)共產(chǎn)黨,從成立之時(shí)起,就使民主理念充分體現(xiàn)于黨的宣言和綱領(lǐng)之中,并進(jìn)行了實(shí)踐探索。農(nóng)村民主是中國(guó)特色社會(huì)主義民主的重要組成部分,農(nóng)村民主發(fā)展的水平如何將影響我國(guó)社會(huì)主義民主政治的發(fā)展和農(nóng)村社會(huì)的和諧。新中國(guó)成立以來,農(nóng)村民主走過了60年來的發(fā)展歷程,經(jīng)過不斷探索和發(fā)展,已形成由廣大農(nóng)民群眾直接參與的農(nóng)村民主自治體系。我國(guó)農(nóng)村民主的發(fā)展是一個(gè)循序漸進(jìn)的過程,經(jīng)過了60年來的農(nóng)村民主實(shí)踐,逐步建立了相對(duì)完善的農(nóng)村民主制度,推動(dòng)了我國(guó)社會(huì)主義民主政治的進(jìn)程。特別是改革開放以來,農(nóng)村民主得到了長(zhǎng)足發(fā)展。農(nóng)村民主制度日益完備,農(nóng)民的民主權(quán)利得到較大實(shí)現(xiàn),農(nóng)村民主得到較大發(fā)展,農(nóng)民群眾共享發(fā)展成果,農(nóng)村民主的發(fā)展促進(jìn)了農(nóng)村社會(huì)的穩(wěn)定和諧。在新的歷史條件下,我國(guó)農(nóng)村民主政治建設(shè)已經(jīng)取得了令人矚目的成就,但還存在一些需要克服和解決的問題。積極推進(jìn)農(nóng)村民主政治建設(shè),是一項(xiàng)偉大而又艱巨的任務(wù)。發(fā)展有中國(guó)特色社會(huì)主義農(nóng)村民主不是一朝一夕的事情,經(jīng)濟(jì)政治文化的諸多因素以及我國(guó)的現(xiàn)實(shí)國(guó)情決定了農(nóng)村民主建設(shè)依然任重道遠(yuǎn)。本文運(yùn)用歷史和發(fā)展的視覺考察建國(guó)60年來農(nóng)村民主的發(fā)展歷程,分析總結(jié)了農(nóng)村民主發(fā)展的特點(diǎn)、軌跡、成就、問題和制約因素,最后提出了解決的思路及對(duì)策。本文認(rèn)為,進(jìn)一步推進(jìn)農(nóng)村民主發(fā)展,應(yīng)結(jié)合國(guó)情,綜合考慮,全面發(fā)展。
[Abstract]:Democracy is an important symbol of civilization and progress of human society, and also the eternal theme of human political pursuit. Since its founding, the great Communist Party of China has made the democratic concept fully embodied in the Party's manifesto and program, and has carried out practical exploration. Rural democracy is an important part of socialist democracy with Chinese characteristics. How to develop the level of rural democracy will affect the development of socialist democratic politics and the harmony of rural society. Since the founding of New China, rural democracy has gone through 60 years of development, through continuous exploration and development, has formed by the majority of farmers directly participate in the rural democratic autonomy system. The development of rural democracy in our country is a gradual process. After 60 years of rural democratic practice, a relatively perfect rural democratic system has been established step by step, which has promoted the process of socialist democratic politics in our country. Especially since the reform and opening up, rural democracy has made great progress. The system of rural democracy is becoming more and more complete, the democratic rights of peasants have been greatly realized, the rural democracy has been greatly developed, the peasants share the fruits of development, and the development of rural democracy has promoted the stability and harmony of the rural society. Under the new historical conditions, the construction of rural democratic politics in China has made remarkable achievements, but there are still some problems to be overcome and solved. It is a great and arduous task to actively promote the construction of rural democratic politics. The development of socialist rural democracy with Chinese characteristics is not a matter of one day. Many factors of economic, political and cultural as well as the reality of our country decide that the construction of rural democracy still has a long way to go. This paper investigates the development of rural democracy in the past 60 years by using the vision of history and development, analyzes and summarizes the characteristics, tracks, achievements, problems and restrictive factors of the development of rural democracy, and finally puts forward some ideas and countermeasures to solve the problems. This article believes that further promoting rural democratic development, should be combined with the national conditions, comprehensive consideration, comprehensive development.
