【摘要】：監(jiān)督是民主政治的生命線,是現(xiàn)代國家防止權(quán)力濫用和反腐敗的重要手段。目前,參政黨民主監(jiān)督面臨制度建構(gòu)落后于理論預(yù)設(shè)的目標(biāo)追求、民主監(jiān)督的良好意愿與現(xiàn)實監(jiān)督效果之間存在落差、共產(chǎn)黨的雅量與民主黨派的膽量如何突破等困境。要擺脫困境提升民主監(jiān)督實效,前提是要從政黨監(jiān)督的視角提高監(jiān)督主體、監(jiān)督客體乃至全社會的政黨監(jiān)督意識,關(guān)鍵是進行科學(xué)完善的制度建構(gòu)和機制體制建設(shè),核心是監(jiān)督主體和監(jiān)督客體均要積極作為,真正在政黨層次上發(fā)揮出參政黨民主監(jiān)督應(yīng)有的作用。
[Abstract]:Supervision is the lifeline of democratic politics and an important means to prevent power abuse and corruption in modern countries. At present, the democratic supervision of participating political parties is confronted with the difficulties of system construction lagging behind the theoretical presupposition, the gap between the good will of democratic supervision and the effect of practical supervision, the leniency of the Communist Party and how to break through the courage of democratic parties. In order to get rid of the predicament and improve the effectiveness of democratic supervision, the prerequisite is to improve the consciousness of supervision of political parties from the perspective of political party supervision. The key is to construct a scientific and perfect system and build a mechanism system. The core is that both the subject of supervision and the object of supervision should act actively to play the role of democratic supervision of participating political parties in the political party level.
