【摘要】：中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo)和執(zhí)政,是中國(guó)特色社會(huì)主義民主政治的根本特征和重要內(nèi)容。要鞏固黨的執(zhí)政地位,提高黨的領(lǐng)導(dǎo)水平和執(zhí)政能力,一個(gè)重要的途徑就是以保障黨員民主權(quán)利為根本,大力加強(qiáng)黨內(nèi)民主建設(shè)。只有加強(qiáng)黨內(nèi)民主建設(shè)才能增強(qiáng)全黨的凝聚力、創(chuàng)造力和戰(zhàn)斗力。中國(guó)共產(chǎn)黨的黨內(nèi)民主運(yùn)行機(jī)制萌芽于革命戰(zhàn)爭(zhēng)年代,形成于原有的計(jì)劃經(jīng)濟(jì)體制下,對(duì)于調(diào)動(dòng)全黨積極性,奪取革命戰(zhàn)爭(zhēng)勝利和社會(huì)主義革命以及社會(huì)主義建設(shè)的勝利發(fā)揮過(guò)重要作用。但與發(fā)展社會(huì)主義市場(chǎng)經(jīng)濟(jì)新的經(jīng)濟(jì)格局相比,與建設(shè)社會(huì)主義政治文明新的歷史要求相比,黨內(nèi)民主從理論上、觀念上、制度上、體制上還存在著一些更深層次亟待解決的問(wèn)題。如黨員民主權(quán)利意識(shí)的弱化、黨內(nèi)民主制度建設(shè)滯后以及黨員民主權(quán)利在實(shí)際行使中的障礙等。這些問(wèn)題解決不好,不僅不利于發(fā)展社會(huì)主義民主政治、建設(shè)社會(huì)主義政治文明,甚至?xí)趯?shí)際中阻礙黨內(nèi)民主健康有序的發(fā)展,阻礙經(jīng)濟(jì)和社會(huì)的發(fā)展。同時(shí),隨著經(jīng)濟(jì)全球化的發(fā)展,世界各國(guó)政黨之間的交往日益頻繁,各國(guó)政黨加強(qiáng)自身建設(shè)的經(jīng)驗(yàn),必然會(huì)對(duì)我黨產(chǎn)生一定影響。因此,在新時(shí)期構(gòu)建社會(huì)主義和諧社會(huì)的前提下,總結(jié)中國(guó)共產(chǎn)黨黨內(nèi)民主的發(fā)展的經(jīng)驗(yàn),借鑒各國(guó)政黨保障黨員權(quán)利,發(fā)展黨內(nèi)民主的成功經(jīng)驗(yàn),提高全體黨員的民主權(quán)利意識(shí),促進(jìn)黨內(nèi)民主建設(shè)制度化、系統(tǒng)化,充分發(fā)揮黨代會(huì)的作用,進(jìn)一步完善黨內(nèi)選舉制度和黨內(nèi)民主監(jiān)督機(jī)制,成為全面推進(jìn)黨的建設(shè)的偉大工程的必然要求,也是建設(shè)中國(guó)特色社會(huì)主義民主政治的必然選擇。
[Abstract]:The leadership and ruling of the Communist Party of China is the fundamental characteristic and important content of socialist democratic politics with Chinese characteristics. In order to consolidate the ruling position of the Party and improve its leading level and ruling ability, one of the important ways is to strengthen the democratic construction of the Party with the guarantee of the democratic rights of the Party members. Only by strengthening democratic construction within the Party can we enhance the cohesion, creativity and combat effectiveness of the whole Party. The democratic operating mechanism of the Communist Party of China originated in the revolutionary war years, formed under the original planned economy system, to arouse the enthusiasm of the whole party, The victory of the revolutionary war and the socialist revolution and socialist construction played an important role. However, compared with the new economic pattern of developing the socialist market economy and the new historical requirements of building a socialist political civilization, inner-party democracy is theoretically, conceptually, and institutionally. There are still some problems that need to be solved at a deeper level. Such as the weakening of the democratic right consciousness of the Party members, the lagging of the construction of the democratic system within the Party and the obstacles in the actual exercise of the democratic rights of the Party members. If these problems are not solved well, they will not only be unfavorable to the development of socialist democratic politics and the construction of socialist political civilization, but will even hinder the healthy and orderly development of inner-party democracy and the development of economy and society in practice. At the same time, with the development of economic globalization, the exchanges between political parties in the world are becoming more and more frequent. The experience of the political parties in strengthening their own construction will inevitably have a certain impact on our party. Therefore, on the premise of constructing a harmonious socialist society in the new period, the author sums up the experience of the development of inner-party democracy of the Communist Party of China, and draws lessons from the successful experiences of various political parties in protecting the rights of party members and developing inner-party democracy. To raise the awareness of democratic rights of all party members, to promote the institutionalization and systematization of inner-party democratic construction, to give full play to the role of the Party Congress, and to further improve the inner-party election system and the inner-party democratic supervision mechanism. It is also the inevitable choice of building socialist democratic politics with Chinese characteristics.
