【摘要】：循環(huán)經(jīng)濟(jì)方興未艾,低碳經(jīng)濟(jì)漸行漸近,綠色經(jīng)濟(jì)成大勢所趨。循環(huán)經(jīng)濟(jì)是走向低碳經(jīng)濟(jì)和綠色經(jīng)濟(jì)最現(xiàn)實(shí)、最基本的路徑,也是建設(shè)生態(tài)文明的必由之路。貴陽市作為全國最早實(shí)踐循環(huán)經(jīng)濟(jì)的城市,拔得了眾多頭籌。2004年11月《貴陽市建設(shè)循環(huán)經(jīng)濟(jì)生態(tài)城市條例》作為我國首部建設(shè)循環(huán)經(jīng)濟(jì)地方性法規(guī)的正式頒布實(shí)施,在我國循環(huán)經(jīng)濟(jì)立法史上寫下濃墨重彩的一筆。 近年來,貴陽市循環(huán)經(jīng)濟(jì)法治建設(shè)取得了積極進(jìn)展和明顯成效,但是隨著經(jīng)濟(jì)形勢的不斷變化,其發(fā)展與建設(shè)也開始面臨困境和障礙。針對理念超前而實(shí)踐滯后,環(huán)境治理昂貴、違法行為卻屢禁不止,示范試點(diǎn)輻射不開以及公眾參與不足的一系列問題,貴陽必須在全市樹立循環(huán)經(jīng)濟(jì)建設(shè)既是一場攻堅戰(zhàn),又是一場持久戰(zhàn)的意識;不斷增強(qiáng)與新出臺的國家基本法《中華人民共和國循環(huán)經(jīng)濟(jì)促進(jìn)法》的契合;根據(jù)當(dāng)?shù)匮h(huán)經(jīng)濟(jì)發(fā)展的實(shí)際,盡快修訂《貴陽市建設(shè)循環(huán)經(jīng)濟(jì)生態(tài)城市條例》;并直面當(dāng)前水資源短缺的嚴(yán)峻現(xiàn)實(shí)順勢而為,專門制定《貴陽市水資源循環(huán)利用促進(jìn)條例》以及進(jìn)一步構(gòu)建和完善促進(jìn)貴陽市循環(huán)經(jīng)濟(jì)發(fā)展的配套規(guī)章和相關(guān)制度。
[Abstract]:Circular economy is in the ascendant, low-carbon economy is approaching gradually, green economy becomes general trend. Circular economy is the most realistic and basic path to low carbon economy and green economy, and it is also the only way to construct ecological civilization. Guiyang City, as the earliest city in the country to practice circular economy, has won many top figures. In November 2004, Guiyang Municipal Regulation on the Construction of Ecological City of Circular economy was promulgated and implemented as the first local regulation on the construction of circular economy in China. In the history of circular economy legislation in China, write down a strong color. In recent years, Guiyang circular economy rule of law construction has made positive progress and obvious results, but with the continuous changes of the economic situation, its development and construction also began to face difficulties and obstacles. In view of a series of problems, such as advanced concept and backward practice, expensive environmental treatment, repeated illegal behavior, radiation from demonstration pilot projects and insufficient public participation, Guiyang must set up a circular economy construction in the whole city as a battle against difficulties. It is also a consciousness of a protracted war; it is increasingly compatible with the newly promulgated basic Law of the people's Republic of China on the Promotion of Circular economy; according to the reality of the development of the local circular economy, To amend as soon as possible the regulations of Guiyang City on the Construction of an Ecological City with Circular economy, and to face up to the severe reality of the current shortage of water resources and conform to the trend. The regulations on promoting the Recycling Utilization of Water Resources in Guiyang City were formulated and the supporting regulations and related systems for promoting the development of circular economy in Guiyang City were further constructed and perfected.
