【摘要】：近年來(lái),在世界范圍內(nèi)信息技術(shù)革命已經(jīng)引起政治和經(jīng)濟(jì)的變革,與此同時(shí),越來(lái)越多的公眾也開(kāi)始受到新的信息通訊技術(shù)的影響。毋庸置疑,信息通訊技術(shù)不僅開(kāi)辟了前所未有的機(jī)遇,它也對(duì)世界各國(guó)的政治、經(jīng)濟(jì)、社會(huì)和文化價(jià)值觀產(chǎn)生了深刻影響。中國(guó)政府已經(jīng)認(rèn)識(shí)到信息通訊技術(shù)存在的巨大潛力,并開(kāi)始試圖將其作為一個(gè)強(qiáng)有力的工具推動(dòng)公眾真正參與到地方政府公共決策過(guò)程中,增強(qiáng)公眾對(duì)公共議題的認(rèn)識(shí)以及公眾參與政府公共決策的積極性。中共中央在《關(guān)于加強(qiáng)黨的執(zhí)政能力建設(shè)的決定》中指強(qiáng)調(diào)要“完善重大決策的規(guī)則和程序,通過(guò)多種渠道和形式廣泛集中民智,使決策真正建立在科學(xué)、民主的基礎(chǔ)之上�！边@充分表達(dá)了政府對(duì)公眾參與以及對(duì)促進(jìn)公共決策科學(xué)化與民主化的巨大決心。 作為一種新的民主參與的形式,電子民主的在中國(guó)的出現(xiàn)和應(yīng)用正在不斷擴(kuò)大,它不僅引起了政府的密切關(guān)注,也已成為行政管理、政治學(xué)、經(jīng)濟(jì)學(xué)、信息技術(shù)等學(xué)科的一個(gè)熱門的研究課題。進(jìn)入21世紀(jì),電子民主已經(jīng)架起了一個(gè)電子溝通的橋梁,其目的是促進(jìn)公眾和政府間的溝通,提升公共決策的有效性。與電子民主相同,如何有效提高地方政府公共決策中的公眾參與也受到廣泛關(guān)注,因?yàn)樗呀?jīng)成為發(fā)展中國(guó)家主要面臨的問(wèn)題之一。公共決策中的公眾參與是現(xiàn)代民主政治的核心內(nèi)容之一,對(duì)于政府和社會(huì)的發(fā)展都具有重要的現(xiàn)實(shí)意義。 本文將電子民主與公眾參與地方政府公共決策相結(jié)合,綜合運(yùn)用治理理論、新公共管理理論和新公共服務(wù)理論,通過(guò)理論與案例分析相結(jié)合的研究方法,研究重點(diǎn)集中在四個(gè)方面,首先,本文將描述電子民主和公共決策中公眾參與的概念和發(fā)展現(xiàn)狀；其次,本文將探討傳統(tǒng)模式下公眾參與地方政府公共決策中存在的問(wèn)題；然后,本文將分析電子民主背景下的公眾參與地方政府公共決策模式以及電子民主對(duì)地方政府公共決策中公眾參與的影響；最后,結(jié)合全文整體分析找出電子民主在發(fā)展過(guò)程中存在的一些障礙并給出利用電子民主提高我國(guó)地方政府公共決策中公眾參與的一些建議和期望。希望本次研究成果有利于改善我國(guó)地方政府公共決策中的公眾參與,能為我國(guó)公眾參與方面的未來(lái)發(fā)展和研究提供幫助。
[Abstract]:In recent years, the information technology revolution in the world has caused political and economic changes, at the same time, more and more people are beginning to be affected by the new information and communication technology. There is no doubt that ICT not only opens up unprecedented opportunities, but also has a profound impact on the political, economic, social and cultural values of countries around the world. The Chinese government has recognized the enormous potential of information and communication technology and is trying to use it as a powerful tool to promote real public participation in the public decision-making process of local governments. Enhance public awareness of public issues and public participation in public decision-making. The decision of the CPC Central Committee on strengthening the Party's ruling ability refers to the need to "perfect the rules and procedures for major decision-making, and extensively concentrate the wisdom of the people through various channels and forms, so that decisions can truly be based on science and democracy." This fully expresses the government's great determination to participate in the public and to promote the scientific and democratic public decision-making. As a new form of democratic participation, the emergence and application of electronic democracy in China is expanding. It has not only aroused the close attention of the government, but also become the administration, political science and economics. Information technology and other disciplines are a hot research topic. In the 21st century, electronic democracy has built up a bridge of electronic communication, which aims to promote the communication between the public and the government and enhance the effectiveness of public decision-making. As with electronic democracy, how to effectively enhance public participation in public decision-making of local governments has received widespread attention, as it has become one of the major problems facing developing countries. Public participation in public decision-making is one of the core contents of modern democratic politics and has important practical significance for the development of government and society. This paper combines electronic democracy with public participation in public decision-making of local government, applies the theory of governance, the theory of new public management and the theory of new public service, and combines the research method of theory and case analysis. The research focuses on four aspects: first, this paper will describe the concept and development of public participation in electronic democracy and public decision-making; secondly, this paper will discuss the problems of public participation in local government public decision-making in the traditional mode. Then, this paper will analyze the mode of public participation in local government public decision-making in the context of electronic democracy and the impact of electronic democracy on public participation in local government public decision-making. Based on the whole analysis of this paper, the author finds out some obstacles existing in the development of electronic democracy and puts forward some suggestions and expectations of using electronic democracy to improve the public participation in the public decision-making of local government in our country. It is hoped that the research results will be helpful to improve the public participation in the public decision-making of local governments and to provide help for the future development and research of public participation in our country.
