【摘要】: 民主理想與民主制度的分裂是現(xiàn)代民主政治困境的根源,把民主局限于制度和程序?qū)用?忽視民主實踐中的公民培養(yǎng)和公共領(lǐng)域建設(shè),必然導(dǎo)致民主制度和實質(zhì)民主的理想發(fā)生沖突。完善有效的民主制度保證正義順利實現(xiàn),公民個體和公民社會組織的成熟和發(fā)展是民主制度不可缺失的前提。建構(gòu)作為公共領(lǐng)域的自治社會是社會民主運動的重要內(nèi)容,通過抵制政治霸權(quán)、經(jīng)濟剝削和文化壟斷,可以為民主的普遍化發(fā)展創(chuàng)造條件。前南斯拉夫?qū)嵺`派代表人物馬爾科維奇關(guān)于現(xiàn)代民主困境的哲學(xué)思考具有重要理論價值,他在實踐哲學(xué)基礎(chǔ)上試圖以個體實踐論、民主制度論、社會自治論為主要內(nèi)容的民主理論彌合有限民主與實質(zhì)民主之間的分裂,促進(jìn)了現(xiàn)代民主理論的發(fā)展。在他看來,實踐是成熟公民個體必備的本質(zhì)特征,民主是以建構(gòu)實踐的人與實踐的社會為宗旨的人們的自我管理,完善的公民社會的民主模式是實踐的人的自治,通過政治的哲學(xué)化和哲學(xué)的倫理化可以克服實用主義哲學(xué)和實證主義民主政治觀。他的民主政治哲學(xué)啟示我們,通過培養(yǎng)人的道德規(guī)范意識和實踐能力,拓展社會民主的實質(zhì)性發(fā)展,進(jìn)一步使公民社會完善,是現(xiàn)代社會民主政治實踐的重要內(nèi)容。發(fā)展民主政治的任務(wù)不只是建構(gòu)制度框架和社會秩序原則,社會民主的目的指向的是人的全面發(fā)展,政治民主只有以公民文化的發(fā)展為基礎(chǔ)和目的,才能調(diào)和制度和人之間存在的緊張關(guān)系。 政治與倫理應(yīng)該在實踐哲學(xué)中得到統(tǒng)一,并貫徹于民主政治實踐之中。實踐哲學(xué)不是從抽象的人性出發(fā)來看待社會政治秩序的,相反,它認(rèn)為人是在一定的社會關(guān)系和能動的實踐中歷史發(fā)展的,民主政治的實質(zhì)是建立人類共同生活需要的倫理交往關(guān)系形式,這種社會關(guān)系形式可以平衡多樣化的現(xiàn)代社會利益訴求,為人的自由自覺的創(chuàng)造提供可能,F(xiàn)代民主政治哲學(xué)應(yīng)該認(rèn)識到這些能力和倫理關(guān)系在公民社會中能得到培育和發(fā)展,并且反過來支撐民主政治制度。
[Abstract]:The division between democratic ideal and democratic system is the root of the predicament of modern democratic politics. It limits democracy to the level of system and procedure, neglects the cultivation of citizens and the construction of public sphere in democratic practice. Inevitably leads to the conflict between democratic system and the ideal of substantive democracy. Perfect and effective democratic system ensures the smooth realization of justice, and the maturation and development of individual citizen and civil society organization is the prerequisite of democratic system. The construction of an autonomous society as a public sphere is an important part of the social democratic movement. By resisting political hegemony, economic exploitation and cultural monopoly, we can create conditions for the universal development of democracy. Markovich, the representative of the former Yugoslav school of practice, has important theoretical value in his philosophical thinking on the plight of modern democracy. He tries to use the theory of individual practice and the theory of democratic system on the basis of practical philosophy. The theory of democracy, which is the main content of the theory of social autonomy, has bridged the division between limited democracy and substantial democracy and promoted the development of modern democratic theory. In his opinion, practice is the essential characteristic of a mature citizen, democracy is the self-management of people whose purpose is to construct a practical person and a practical society, and the perfect democratic model of civil society is the autonomy of a person in practice. The philosophy of pragmatism and positivism can be overcome by the philosophy of politics and the ethics of philosophy. His democratic political philosophy enlightens us that it is an important content of democratic political practice in modern society to develop the substantive development of social democracy and further improve civil society by cultivating people's moral sense and practical ability. The task of developing democratic politics is not only to construct the institutional framework and the principles of social order, but also to point to the all-round development of human beings. Political democracy is based on the development of civic culture. In order to reconcile the system and the existing tension between people. Politics and ethics should be unified in practical philosophy and carried out in democratic political practice. The philosophy of practice does not view the social and political order from the perspective of abstract human nature. On the contrary, it holds that human beings develop historically in a certain social relationship and dynamic practice. The essence of democratic politics is to establish a form of ethical communication which human beings need to live together. This form of social relations can balance the diverse interests of modern society and provide the possibility for the free and conscious creation of human beings. Modern democratic political philosophy should realize that these abilities and ethical relationships can be cultivated and developed in civil society and, in turn, support democratic political system.
