【摘要】：西方學(xué)者對政治代表概念的理解經(jīng)歷了兩個階段的變化。皮特金從授權(quán)、責(zé)任和回應(yīng)性出發(fā)對代表的分析,成為了廣為接受的標(biāo)準(zhǔn)解釋。但此標(biāo)準(zhǔn)解釋局限于選舉民主下的政治代表,選舉幾乎成為代表被授予權(quán)威和問責(zé)的唯一方式,這極大地限制和忽視了選舉民主下可能存在的多種代表類型。在此情況下,部分學(xué)者開始提出一種更加廣泛、更具解釋力的代表概念,將民主、選舉與代表剝離開來,重在解釋代表何以產(chǎn)生,這不僅能夠解釋民主選舉產(chǎn)生的政治代表,也能解釋國際政治與國內(nèi)政治中非選舉的政治代表。
[Abstract]:Western scholars' understanding of the concept of political representation has undergone two stages of change. Pitkin's analysis of delegates in terms of delegation, responsibility and responsiveness has become a widely accepted standard interpretation. However, this standard is limited to the election of political representatives under democratic elections, which is almost the only way for delegates to be given authority and accountability, which greatly limits and ignores the various types of representatives that may exist in electoral democracy. In this context, some scholars began to put forward a broader and more explanatory concept of representation, separating democracy, elections from representatives, and focusing on explaining why representatives were elected, which not only could explain the political representatives elected by democratic elections. Can also explain international and domestic politics non-elected political representatives.
